Bid Manager Salary: $25.00/hr – $30.00/hr

Summary We are seeking a highly motivated and experienced Bid Manager to lead the bid process for assigned bids within the Global Public Sector. You will be responsible for developing and managing all aspects of the bid lifecycle, creating and editing high-quality bid content, and maintaining our native content library, Utopia. You will work closely with internal teams to gather information and ensure alignment. This role requires a strong understanding of bid management principles, excellent written and verbal communication skills, and the ability to work collaboratively with remote teams.

Responsibilities

Be a subject matter expert for all processes unique to the public sector marketplace related to formal RFx responses and other proposals.

Support RFx Requests & Go/No Go triage operations and processing activities for requests that come through the RFx Program.

Support the coordination and content response development of public sector tenders, RFIs, RFPs, and unsolicited proposals for SaaS/PaaS solutions.

Develop bid/response plan and schedule for all phases of the response development process.

Manage and track all aspects of content preparation, revision, and submission; collaborate and coordinate inputs from sales, solution engineering, security, legal, and compliance teams, and coordinate with responding partners.

Structure, write, edit, and format all types of response content (general, functional, technical), tailoring the content around the customer requirements in a creative, compelling, and compliant manner.

Develop written questions to seek clarification from procurement officials throughout the procurement process.

Review and understand customer requirements; conceptualize and write compelling response content using the proposal boilerplate library and creating from scratch as needed.

Educate Sales, Solution Engineering, and other teams on the RFx process.

Create and manage RFx boilerplate content repository and a library of completed responses in multiple languages.

Develop and write proposal win themes and executive summary sections.

Multi‑task and perform in a fast‑paced environment with a sense of urgency.

Share best practices with team members to enhance quality and efficiency.

Manage complex processes, problem‑solve, adapt to change, and communicate effectively with stakeholders.

Build relationships and work cross‑functionally with diverse business partners.

Required Skills & Experience

5+ years of experience in proposal development/bid management, responding to government solicitations under direct and indirect contracting.

5 years of experience in the technology consulting industry supporting responses for government organizations.

Experience with technical writing for SaaS, PaaS, or IaaS solutions.

Strong writing and editing for persuasive, accurate, and compliant content.

Creating new content from internally available collateral.

Tailoring content to meet specific client requirements and industry standards.

Utilizing and maintaining a native content library for reusable assets.

Ensuring content alignment with brand guidelines and messaging.

Proactively improving content quality and searchability.

Managing and updating bid resources and libraries with best practices.

Bachelor’s degree (or equivalent experience).

Proficiency in Microsoft Office Suite and Google Suite.

Self‑motivated to excel in a remote position with fast‑paced priorities and deadlines.

Ability to work occasional overtime if necessary.

Highly Desirable Skills

Proven experience with Loopio, Qvidian, or similar proposal management software.

APMP certification and/or PMP certification.

Pay Transparency The typical base pay for this role across the U.S. is $25.00 – $30.00/hr. Final offer amounts are determined by factors including your relevant skills, education, and experience, and the benefits package you select.
