(LACAHSA). LACAHSA is a new agency created to address affordable‑housing challenges in Los Angeles County. Operating under the Los Angeles County Regional Housing Finance Act (Senate Bill 679, as amended) and affiliated with Measure A, the agency is governed by a 22‑member Board of county leaders.
Role Overview Reporting to the Chief Financial Officer, the Deputy Chief Compliance Officer will design, implement, and monitor LACAHSA’s compliance framework, ensuring all programs, contracts, and initiatives meet the highest standards of integrity, accountability, and public trust.
Responsibilities
Oversee compliance with Senate Bill 679, Measure A, internal policies and procedures, and transitional program guidelines.
Create and update internal policies and procedures associated with LACAHSA’s compliance obligations.
Proactively identify and mitigate compliance‑related risks in collaboration with legal and finance teams.
Develop and implement ongoing compliance training programs for agency employees.
Investigate any allegations of non‑compliance.
Key Competencies • Self‑starter: capable of operating in a start‑up environment with little guidance and a high degree of accountability; able to build compliance infrastructure from scratch. • Communication: able to communicate up and across the organization, raising risks to the executive team, conducting training, and increasing awareness throughout the organization. • Collaboration: work across functions to gather needed information and ensure LACAHSA remains compliant with its obligations. • Integrity: maintain and model the highest ethical standards.
What You Bring
Bachelor’s degree in Law, Public Administration, Business Administration, or a related field from an accredited university.
15 years of progressively responsible compliance, audit, or regulatory experience, preferably within a public agency, housing, or nonprofit environment.
Demonstrated expertise in developing and implementing compliance frameworks, internal controls, and risk mitigation strategies.
Strong knowledge of federal, state, and local compliance requirements and public sector governance.
Proven ability to communicate complex regulatory issues effectively to executives, stakeholders, and governing bodies.
Desired Qualifications
Advanced degree (JD, MBA, or MPA) or relevant compliance certification (e.g., CCEP, CIA, CFE).
15+ years of progressively responsible compliance, audit, or regulatory experience within a public agency, housing, or nonprofit environment.
Experience working within a start‑up, public agency, or quasi‑governmental organization.
Familiarity with housing, finance, or community development compliance requirements.
Experience designing agency‑wide compliance systems aligned with legislation such as SB 679 and Measure A.
Technical Skills
Microsoft 365 Suite, Excel, ERP, Sage, and Neighborly.
Experience with implementing compliance management systems.
Compensation Annual salary ranging from $205,015.00 to $225,015.00, depending on experience and qualifications.
