Procurement Analyst

Job Description
Review and analyze procurement policies and procedures, making recommendations to address challenges and improve efficiency.
Support the Capital Development Department in planning, developing, and managing a portfolio of multifamily real estate assets.
Perform and manage full lifecycle ("cradle-to-grave") purchase order administration—from the proposal stage through delivery and installation.
Facilitate procurement activities throughout the real estate development process, from pre‑development through operations.
Recommend and implement new or improved processes to enhance real estate development procurement practices.
Coordinate with the development team to maintain a qualified vendor list of developers and related contractors.
Review requisitions, bids, and orders for accuracy, quantity, specifications, delivery requirements, and adherence to established policies and procedures.
Meet with agency directors or designees to explain and interpret procurement policies, identify controls to prevent misuse, and ensure compliance.
Research trade journals, publications, and catalogs to assess market conditions, supplier performance, and pricing trends.
Prepare detailed reports of findings and recommendations.
Evaluate suppliers to compare prices, quality, and availability of goods and services, ensuring cost‑effective and reliable sourcing.
Perform other projects and duties as assigned.
Position Requirements
Expert knowledge of procurement and contracting methods, contract types, and applicable regulations.
Knowledge of U.S. Department of Housing and Urban Development (HUD) procurement laws, regulations, and requirements.
Strong understanding of market research, data analysis, formal advertising, and purchasing best practices.
Proficiency in contract administration, termination, price, and cost analysis techniques.
Exceptional communication, negotiation, and interpersonal skills.
Strong analytical mindset and outstanding organizational abilities.
