FSU The FEMA Costing Specialist role involves field-based assessment and cost estimation for FEMA Public Assistance projects.
Responsibilities
Conducts preliminary damage assessments (PDAs) in the field for infrastructure projects.
Prepares complex project worksheets to determine project eligibility, scopes of work, and estimating costs to repair or replace damaged facilities or structures.
Reviews, evaluates, and analyzes applicant-provided cost claims for reasonableness and accuracy relative to the scope of work.
Researches and updates equipment rates used to reimburse applicants for the use of applicant-owned equipment while performing eligible work.
Develops cost estimates using RS Means software.
May coordinate and complete basic to moderately complex site inspections to validate and record damage to assist in the FEMA Public Assistance grant delivery process.
Must be a U.S. citizen and able to obtain a FEMA Badge, which includes a background investigation for a Public Trust position.
Performs other duties as required.

Skills and Abilities
Must be a U.S. citizen and able to obtain a FEMA Badge, including a background investigation for a Public Trust position.
Familiar with estimating tools such as RS Means.
Knowledge of FEMA’s Cost Estimating Format (CEF) is a plus.
Demonstrates good organizational skills to balance and prioritize work.
Strong attention to detail.
Strong written and oral communication skills.
Experience working with Federal Regulations and Code.
Additional Information
Pay Range Minimum:
$33.60
Pay Range Maximum:
$67.20
Additional Compensation:
All bonuses at CDM Smith are discretionary and may or may not apply to this position.
Work Location Options:
Successful candidate will be required to work in office and field locations as needed.
Driver's License Requirements:
An appropriate and valid driver's license is required.
