Base pay range $67,119.00/yr - $83,286.00/yr

Duties Description

Conferring with various parties to ensure timely processing of personnel transactions;

Provide cross training and support within the units as the workload changes;

Involvement in orientation of newly hired employees;

Participation/completion of trainings, as required;

Posting and filling of assigned titles/positions;

Monitoring and processing probations;

Conducting job audits;

Participation in onboarding of new employees;

Follow-up with potential candidates, verify eligibility requirements are met;

Administration of CS tests and submission of documentation, as needed;

Respond to e-mail and phone inquiries;

Provide assistance reviewing E-file records, as needed;

Participation on assigned committees(s);

Track and manage yearly evaluations;

Assist supervisors with questions, concerns and providing guidance on probation and yearly evaluations;

Travel to and participate in job fairs, career days and other recruitment events;

Ordering supplies for recruitment events;

Processing/liaison for vendor contracts;

Perform other duties, as assigned.

Minimum Qualifications COMPETITIVE: Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level.

OPEN COMPETITIVE:

Human Resources Specialist Trainee 1, NS (equivalent to SG‑14): A bachelor's or higher degree.

Human Resources Specialist Trainee 2, NS (equivalent to SG‑16): A bachelor's or higher degree AND

One year of professional human resources experience OR

A Juris Doctor, master’s or higher degree in a field related to the position being filled.

Human Resources Specialist 1, SG‑18: A bachelor’s or higher degree AND

Two years of professional human resources experience OR

A Juris Doctor, master’s or higher degree in a related field AND one year of professional HR experience.

Hiring agencies have discretion in determining whether a degree is related to the duties of the position.

Your degree must have been awarded by a U.S. accredited institution; if awarded abroad, provide independent verification.

Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non‑competitive appointment. At a future date, employees hired under NY HELPS are expected to have their permanent non‑competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.

Salary Information

Human Resources Specialist Trainee 1: $56,655*

Human Resources Specialist Trainee 2: $63,180*

Human Resources Specialist 1: $67,119* – $83,286*

All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in Medicare and Medicaid programs.

Preference will be given to OPWDD employees impacted by closures.

Employees on long‑term leave can return within fourteen (14) days and must perform essential functions of their positions.

Benefits Paid Holidays and Leave: thirteen (13) paid holidays each year; thirteen (13) days of paid vacation leave initially; five (5) days paid personal leave each year; eight (8) days of paid sick leave each year; up to three (3) days professional leave each year to participate in professional development events.
