Consultancy: Programme Communications, Advocacy and Policy Duty Station Global Programme Division (GPD), Gender Equality – Remote

Duration 15 December 2025 – 31 December 2026

Scope of Work

Advocacy and programme communication strategy and workplan: develop and implement an advocacy and programme communications strategy to promote gender equality as a driver for children’s and women’s rights; prepare assets such as blogs, external articles and case studies.

Networking and partnerships: manage partner briefs, newsletters and engagements (including high-level bilateral meetings) and disseminate communications materials.

Influencing global priorities and campaigns: design a vision for an annual global moment for girls; coordinate across UNICEF platforms to issue at least 1 global moment in 2026 linked to gender equality (e.g., #GirlGoals); engage country offices and track milestones.

Policy communications and review: review UNICEF policy papers and positions from an expert communications perspective to convey child rights and gender equality concepts.

Capacity building and support: provide expertise on advocacy and communications to internal teams and regional offices; develop and update training materials as required.

Vendor coordination: support engagement and coordination with programme communications and advocacy vendors for production of assets.

Adolescent Girls agenda and S4G portfolio: develop communications assets for the adolescent girls agenda, especially Skills4Girls, supporting strategy implementation and targeted priorities in UGEAP 2026-2029.

Deliverables / Key Outputs

Advocacy and programme communication strategy and workplan

2026 strategy and workplan with priorities, product pipeline and monitoring metrics

Networking and partnerships: updated partnership database and finalised assets (e.g., newsletters, pitch decks)

Influencing global priorities and campaigns: at least 3 assets for global moments on gender equality and at least 7 events supported with related content

Capacity building and support: update at least 3 UNICEF Gender Equality training modules and provide ongoing support to the UNICEF Gender Network (minimum 12 updates)

Programme communications and advocacy products: 11–15 assets drafted (newsletter, blogs, stories, videos, slide decks) and 25+ assets reviewed for quality; 50 social media posts produced

Adolescent Girls agenda communications: develop key strategic messages and assets; deliverables for S4G portfolio (3+ slide decks, 2 ICON stories, 2 external blogs, 2 videos, 24–36 social posts)

Qualifications

Education: Advanced university degree (Master’s or higher) in Communications, Journalism, Public Relations or related fields.

Knowledge/Skills: Academic credentials in gender are a strong asset.

Experience: At least 8 years of progressive experience in communications, advocacy, print, broadcast and/or new media; international work experience and familiarity with development/humanitarian contexts and gender equality is desirable.

Other: Excellent writing skills on gender-related topics; ability to work independently and in teams in an international environment; strong computer skills (MS Windows, MS Office, SharePoint, Teams); knowledge of UNICEF/UN systems is an asset; fluency in English required; another UN official language is an asset.
