Family and Community Partnership Manager – Early Head Start (Statewide, MT)

Responsibilities
Ensure all compliance with rules, regulations, and guidelines involving childcare licensure and Head Start Performance Standards.
Implement the Head Start Parent, Family, and Community Engagement (PFCE) Framework as a systematic component of programming, services, and management systems.
Provide oversight and monitoring of family services to ensure high‑quality services and positive family outcomes.
Monitor program attendance compliance.
Support recruitment, enrollment, and registration of families into the program.
Perform supervisory responsibilities, including notification of vacant positions, screening applicants, arranging preliminary paperwork, and hiring processes.
Directly supervise and evaluate Family Advocates, establishing annual performance goals, addressing poor performance, holding regular staff meetings, and developing job descriptions.
Assume responsibilities in the absence or vacancy of a family service position as indicated.
Update and implement service plans and procedures relating to family services, including ERSEA yearly plans.
Communicate new or revised policies, procedures, and processes to team members to ensure current information.
Observe family service staff intake, parent meetings, and home visits to provide guidance and direction.
Collaborate with the Education Manager to ensure transition services, including external and internal transitions, occur within required timelines.
Identify, develop, and facilitate training for family service staff, including training required by HSPS.
Review and analyze reports, records, and directives related to family outcomes and high‑quality service delivery.
Facilitate team operations by sharing information and knowledge, identifying teamwork issues, and developing problem‑solving recommendations and standardizing team operations.
Qualifications
Requires a BS/BA Degree in Human Services, Social Work, or a related field.
Three (3) years of employment in a leadership position with demonstrated knowledge of program planning and implementation practices, including supervisory experience.
Comprehensive working knowledge of Early Childhood Education and Family Systems, including theories and principles of human growth and development, and a broad understanding of the needs of low‑income children.
Head Start/Early Head Start experience preferred.
