Job Summary The Recruiter is responsible for proactively sourcing, engaging, and hiring top-tier talent across multiple regions. This role requires a high level of initiative, including cold calling passive candidates, traveling to recruitment events, and meeting defined performance benchmarks. The Recruiter collaborates closely with hiring managers and HR leadership to ensure staffing goals are met efficiently and effectively. The Recruiter will travel throughout CNY, Southern Tier, North Country, Albany, Northern Hudson Valley, and Greater Mohawk Valley.

Essential Duties And Responsibilities

Conduct cold calls to passive candidates and build rapport to generate interest in open roles.

Utilize social media, job boards, employee referrals, and networking to identify and attract qualified candidates.

Maintain a robust pipeline of talent for current and future hiring needs.

Travel to job fairs, college campuses, community events, and partner organizations to promote employment opportunities.

Represent the organization professionally and enthusiastically at all external recruitment events.

Meet or exceed monthly and quarterly benchmarks for candidate outreach, interviews scheduled, and hires made.

Track and report key recruitment metrics (e.g., time-to-fill, cost-per-hire, source effectiveness).

Conduct phone screens and in-person interviews to assess candidate qualifications and cultural fit.

Coordinate interview logistics and maintain consistent communication with candidates throughout the hiring process.

Partner with hiring managers to define job requirements and develop tailored recruitment strategies.

Maintain accurate records in the applicant tracking system (e.g., Paycom).

Ensure compliance with EEOC, DOL, and internal hiring policies.

Assist in developing and updating job descriptions and interview guides.

Perform other duties as assigned.

Must possess a valid Driver’s License from New York or a contiguous state (Connecticut, New Jersey, Pennsylvania, or Vermont) OR have the ability to use public transportation to attend meetings in person in the community and office as needed.

Education And Experience

Bachelor’s degree is required.

A minimum of 3-5 years of full cycle recruiting, including cold calling and high-volume sourcing.

Willingness to travel 30% of the time.

Familiarity with behavioral interviewing techniques.

Excellent oral and written communications; ability to effectively communicate with a wide variety of individuals.

Proficient with Applicant Tracking System platforms.

Proficient with Microsoft Office Suite or related software.

Proactive and independent with the ability to take initiative and meet performance targets.

Data-driven mindset with the ability to analyze and act on recruitment metrics.

Excellent time management skills with a proven ability to meet deadlines.

Experience recruiting in healthcare, nonprofit, or human services sectors required.

Experience recruiting in an OPWDD or DOH environment preferred.

Experience with Paycom is preferred.

Absolute sense of integrity and personal commitment to serving people with I/DD and their families.

Ability to work autonomously.

Demonstrates professionalism, respect, and ability to work in a team environment.
