This role is for a

Senior Pursuit Manager

focused on the Water Solution Portfolio. You will drive Design‑Build pursuits and support mega‑pursuits for the Water Solutions group. Lead pursuit management, coordinate proposals, interviews, and negotiations to secure selection. Manage Design‑Build or large‑services proposals with medium to high‑risk profiles. Coordinate multiple pursuits across differing revenue, contracting structures, and schedules. In this role you will interface with Segment, Solution, and Operations leadership, as well as Client Account Management, Project Directors, and Project Managers, to develop proposal strategies, assemble response teams, and create execution plans. Black & Veatch’s Governments & Communities sector focuses on infrastructure needs for municipalities, state and local governments, and federal agencies. As a member of this team you will drive pursuit preparation, assembly, review, and submission of RFP responses. Key Responsibilities

Organize and manage pursuit positioning activities following lead identification. Deepen understanding of client organization, buying patterns, selection committees, influencers, and political dynamics. Lead proposal development from assignment to contract signing. Ensure budget, schedule, and quality targets for assigned proposals. Maintain compliance with Company Wide Authority Matrix (CWAM) and proposal process procedures. Collaborate with Client Account Managers and Project Management on strategy and execution. Facilitate proposal kick‑off and strategy meetings. Drive collaboration across pursuit team members and stakeholders. Enforce deadlines, schedule adherence, and risk mitigation. Concurrently evaluate project risks with the team. Review risk registers with Project Manager and Project Director. Manage any Mega Project proposals and coordinate required process steps. Preferred Qualifications

Bachelor’s Degree in Engineering or related technical field. Strong accountability and results orientation. Excellent communication skills (written, verbal, client service). Proven collaboration and partnership building. Sound decision‑making capabilities. Business insight and marketplace awareness. Experience in DB and Water sectors preferred. Financial metrics understanding (PGM, revenue, overhead). Commercial contract knowledge. Problem‑solving skills: identify, analyze, research, evaluate, resolve. Technology proficiency (Salesforce, Microsoft Office). Adaptability to rapid change. Minimum Qualifications

Bachelor’s Degree or equivalent experience. 8+ years of engineering, project execution or technical pursuit management experience. Ability to complete pre-employment onboarding requirements, including background checks and drug screening. Work Environment/Physical Demands
