Chief of Probation Initiatives

New Jersey Judiciary Probation Services Division is seeking an individual to serve as a Chief of Probation Initiatives in its recently implemented Probation Initiatives unit and oversee staff within that unit. Under the direction of the Assistant Director of the Office of Probation Services (Court Executive 3B), the position will perform a variety of senior level functions relating to ongoing initiatives, including the Mental Health Initiative, the Gun Violence Reduction Initiative (GVRI) program as well as the Office of Probation Services grant writer/researcher. In addition, the Chief of Probation Initiatives will be responsible for the development and implementation of new programs and initiatives as needed to support the division’s mission. • This position will collaborate with the Acting Administrative Director’s Office, Office of the Attorney General and Department of Human Services along with prosecutors and public defenders statewide, officials in law enforcement, treatment facilities, mental health institutions, and a myriad of other outside agencies that partner with the Judiciary for the purpose of supporting probation program initiatives and rehabilitating probation clients. Salary

Salary range: $107,014.85 to $165,655.03. For newly hired individuals, the starting salary will normally be at the minimum of the salary range. For current Judiciary employees, salary upon promotion or advancement will be an increase of 5% of base salary, not to exceed the maximum of the range, or the minimum salary of the band/level, whichever is greater. Remote Work

REMOTE WORK : The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 2 days of remote work outside of Judiciary buildings. To participate in this program, in addition to installing a multifactor authentication app on your phone or tablet, you will be required to have high speed home internet access. Responsibilities

Provide direct oversight of the managers and support staff of the Judiciary's Mental Health and Gun Violence Reduction Initiatives as well as the grant writer/researcher, to include hiring recommendations, discipline actions and performance evaluations. Represent and advocate for the Judiciary's Mental Health and Gun Violence Reduction Initiatives and collaborate with stakeholder agencies. Participate in local and statewide committees and conferences and represent the NJ Judiciary in various state and national initiatives related to these programs. Prepare and interpret data and prepare written narrative reports explaining them. Evaluate statistical reports and employ good judgment for the purpose of determining resolutions to local and statewide challenges. Formulate and develop statewide goals and objectives. Update directives, manuals, policies and procedures, and website information. Guide and oversee the implementation of operational adjustments in accordance with directives, policies and procedures. Monitor legislative initiatives and provide comments on how they may impact our initiatives. Identify ways to use technology to improve the effectiveness and efficiency of unit operations for the Probation Initiatives team and related staff. Assign and oversee the workload of 5 staff within the unit. Prepare and justify program and grant budgets. Recommend improvements to Assistant Director regarding operational issues or deficiencies potentially resulting in exposure of the Judiciary and or the State of New Jersey to significant liability. Provide technical assistance, training and support, to judges, Probation's adult and juvenile teams, and Family and Criminal Divisions across the state. Qualifications

Graduation from an accredited college or university with a bachelor's degree and five years of professional administrative and/or program management experience which shall have included responsibility for program development and/or implementation and the achievement of program goals and three years of supervision of staff. Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An associate's degree and two years of additional professional experience may be substituted for the required bachelor's degree. A master's degree may be substituted for one year of experience as indicated above or a law degree may be substituted for two years of experience as indicated above. For some positions, applicants must have the ability to perform work which requires climbing and prolonged standing, stretching, bending and reaching to perform the essential duties of the position. For some positions, the selected candidate must be able to frequently lift and carry supplies weighing from 30 to 50 pounds and, occasionally, materials weighing up to 75 pounds, in order to perform essential duties of the position. Applicants will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position. Authorization to Work

In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need.
