Location: Hybrid (3 days onsite, 2 days remote) – Cayce, SC

Candidate must be a South Carolina resident or willing to relocate from NC, GA, or FL prior to start at their own expense.

Contract Duration: 12 Months

Position Overview The

GIS Analyst – Consultant

will play a key role in supporting Public Health initiatives through geospatial data analysis, infrastructure management, and system administration. This role will focus on implementing new GIS infrastructure, maintaining existing systems, and supporting critical health programs such as disease surveillance, cancer registry, and immunizations.

The ideal candidate is detail-oriented, analytical, and capable of handling confidential data in compliance with security and HIPAA standards.

Key Responsibilities

Perform data modeling, data mapping, and data cleansing for Public Health datasets.

Develop, manage, and maintain GIS REST services, ArcGIS Pro, and ArcGIS Online platforms.

Conduct spatial analysis using Spatial Analyst, Insights, Network, and Business Analyst tools.

Create and maintain Python scripts to automate GIS interoperability capabilities.

Support GIS infrastructure administration, monitoring, and database management using SQL Server.

Develop and maintain cartographic products and complex spatial queries.

Ensure deidentification and data security protocols for restricted health datasets.

Collaborate with IT and GIS teams to maintain system functionality and compliance with DPH standards.

Provide technical support, documentation, and training for GIS users.

Assist with system testing, validation, and production rollout.

Required Skills

3+ years’ experience working as a Data Analyst.

3+ years’ experience in data modeling, data mapping, and data cleansing.

5+ years’ experience with ArcGIS Pro and ArcGIS Online.

5+ years’ experience in GIS Infrastructure Administration and Monitoring.

3+ years’ experience with Web Services (REST, SOAP).

5+ years’ experience with SQL Server.

Strong understanding of data integration, staging, quality, and distribution.

Knowledge of IT best practices, organization, and operations.

Preferred Skills

Prior experience in Public Health domain.

Experience with Python and ArcGIS Notebooks.

Familiarity with ticketing systems (e.g., ServiceNow, Jira).

Experience with Microsoft IIS Administration.

Understanding of information security practices, HIPAA, CDC, and PHI/PII data standards.

Excellent written, oral, and interpersonal communication skills.

Education

Bachelor’s Degree in a relevant field (e.g., Geography, Computer Science, Public Health, Information Systems) or equivalent experience.
