Human Resources Manager

Salary: $85,000 – $125,000 | Full‑time
The Center provides support to the community through comprehensive HR services. The Human Resources Manager will oversee employee relations, development, regulatory compliance, compensation initiatives, recruitment, and training & benefits administration.
Responsibilities
Plan, organize, administer and measure HR work activities.
Develop, implement, and maintain a staff training plan.
Supervise all employment activities (recruitment, testing, reference checks, etc.).
Prepare and maintain personnel records for hires, transfers, evaluations, separations, and salary changes.
Maintain the wage and salary administration program.
Administer employee benefits (life, health, dental, vision, disability, tuition reimbursement, retirement).
Monitor compliance with DOL guidelines, EEO, OFCCP, Job Corps notices, and Center policies.
Develop and implement labor budgets in collaboration with management.
Prepare monthly budget, vacancy, and labor/separation reports.
Analyze staff compensation reports and recommend adjustments.
Assist supervisors in administering HR programs to attract and retain staff.
Process payroll and HRIS information accurately and timely.
Maintain confidential personnel records.
Model, mentor, and monitor career success skills.
Monitor overtime and substitute staff usage; report issues.
Screen and resolve staff problems before escalating.
Maintain accountability of assigned property and enforce property control policies.
Adhere to safety practices and perform inspections.
Perform other duties as assigned.
Requirements
Minimum one year of management or supervisory experience; preferred experience with Job Corps or youth programs.
Detail‑oriented, multi‑tasking ability; prior hands‑on HR experience.
Bachelor’s degree in HR management or related field preferred.
Valid State driver’s license.
PHR or SHRM‑CP certification preferred.
Computer literacy (Internet, email, Microsoft Word, Excel, Outlook).
Excellent verbal and written communication; public speaking, problem solving, conflict resolution skills.
