Deputy – Part-Time Emergency Management Unit
Position Overview
This is a part‑time temporary position that may end at any time based on department needs. The deputy will be part of the specialized Emergency Management Unit that provides dedicated personnel and training to address terrorism, natural and man‑made catastrophic events in Harris County. The deputy coordinates county law‑enforcement resources during incidents and implements critical incident plans.
Responsibilities
Act as liaison to the Office of Homeland Security and Emergency Management
Attend all Office of Homeland Security and Emergency Management meetings
Monitor and report inclement weather impacts for operational and situational awareness
Plan, facilitate, and coordinate hurricane disaster/critical incident plans with commissioners, precinct liaisons, constables, and other law‑enforcement entities within the 13‑county region
Assist Harris County Public Health and Environmental Services with planning and security needs for mass casualty sites
Maintain, evaluate, and update all critical incident plans involving Homeland Security Bureau response
Provide security and escorts for Houston Transtar during dignitary visits, press conferences, and activations of the Emergency Operations Center (EOC)
Supplement Transtar staffing with law‑enforcement expertise in the EOC
Review and update all Harris County Emergency Management Basic Plan annexes related to Sheriff’s Office responsibilities
Coordinate and conduct shelter and mass‑care operations with other departments, relief agencies, and volunteer groups
Assist the Special Needs Coordinator during registration and evacuation efforts during critical incidents
Plan, participate, coordinate, and attend critical incident drills and HAZMAT exercises
Other duties as assigned
Minimum Requirements
Honorably retired Peace Officer from the Harris County Sheriff’s Office
Minimum of fifteen (15) years of law‑enforcement experience
Basic Peace Officer License (minimum)
Good attendance record
Completed National Incident Management System (NIMS) training, including updated classes
Basic computer skills
Preferences
Extended duty hours during an activation
Maintain professional relationships with HCSO, other agencies, Office of Homeland Security and Emergency Management, commissioners’ precincts, and the Judge’s office
Ability to self‑manage with minimal supervisory contact
Complete any required additional training
Work Environment & Physical Demands Professional environment at Houston Transtar. Sedentary role with ability to lift and carry up to 10 pounds.
Hours & Location
Part‑time: Monday through Friday, 32 hours maximum (hours may vary based on department needs). May include weekends and holidays.
Location: Houston
