Senior Cost Estimator
to join the
ISR/SOF
team in our
Air Force Division. REQUIRED QUALIFICATIONS / SKILLS: Master's or Doctorate Degree in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD. OR bachelor's degree in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD. Possess the advanced knowledge, experience, and recognized ability to be considered a highly skilled Cost Estimating Analyst. Must work independently and be able to apply procedures. Utilize cost estimating/analysis techniques, including linear regression, confidence intervals, learning curves, and various estimating methods (analogy, grassroots, actual cost, parametric) to develop cost estimates for all phases of Sensors acquisition programs. Define Work Breakdown Structures (WBS) and Cost Estimating Structures (CES). Perform cost estimating/analysis, including Program Office Estimates (POE), Independent Government Cost Estimates (IGCE), special studies, and milestone reviews. Support the development of life cycle cost estimates, "what-if" estimates, Cost as an Independent Variable (CAIV) analyses, should/will cost reviews, Reduction in Total Ownership Costs (RTOC) analyses, and other economic analyses. Apply knowledge of Acquisition and Financial Management policies, procedures, regulations, and directives, including: Federal Acquisition Regulation (FAR)/Defense FAR Supplement (DFARS) DoD Financial Management Regulation (FMR) DoD 7000.14-R Relevant DAFI and DAFMAN guidance on economic analysis, inflation, cost and planning factors, and cost analysis procedures AFLCMC Standard Cost Process MILSTD 881D Utilize automated management information systems and cost-estimating tools, including: Automated Cost Estimating Integrated Tools Parametric Review of Information for Costing and Evaluation \"True Planning\" parametric modeling Constructive Cost Model Oracle Crystal Ball Ensure data accuracy and maintain the integrity of financial databases. Support program offices in: Program Planning and Budget activities, including developing cost estimates and conducting \"should cost\"/\"will cost\" analyses. Analyzing Price and Availability (P&A) data and cost proposals to ensure reasonableness. Identifying and developing program requirements, cost, schedule, technical, and program risks. Prepare program documentation, including program management plans, program baselines, WBSs, and program risk assessments. Adhere to the AFLCMC Standard Process for the Annual Program Office Cost Estimate.
