This position is being posted for a potential government contract opportunity. Employment and compensation are contingent upon contract award. The pay range listed represents a good-faith estimate, in accordance with California pay transparency requirements, and may vary depending on the final contract terms, the candidate's experience, education, and other job-related factors.

Job Overview:

The Cybersecurity Team Lead (ISSM) is responsible for the management, coordination, and oversight of the contract Information Assurance (IA) team supporting the DLIFLC Academic Network. This position leads all cybersecurity operations, including planning, installation, maintenance, troubleshooting, and management of cybersecurity servers and applications. The ISSM ensures compliance with DoD, Army, and DLIFLC cybersecurity requirements, oversees incident response, and maintains the security posture of the Academic Network.

Essential Duties & Responsibilities:

Lead, manage, and mentor the contract Information Assurance team. Oversee all Tier 2 cybersecurity duties and personnel. Coordinate cybersecurity activities with other IT and network teams. Manage and coordinate all cybersecurity operations for the DLIFLC Academic Network, including vulnerability management, incident response, and compliance with AR 25-2, DoDI 8510.01, and other applicable regulations. Oversee planning, installation, maintenance, and troubleshooting of cybersecurity servers and applications. Ensure the Academic Network meets all information assurance requirements and maintains current Authority to Operate (ATO) status. Develop, implement, and maintain cybersecurity policies, procedures, and documentation, including RMF, NIST SP800 series controls, and security plans. Lead the response to cybersecurity incidents, including investigation, mitigation, and reporting. Advise on secure architectures and application development/sustainment, and perform information security risk assessments. Support enterprise cybersecurity initiatives and incorporate security into DLIFLC standards and deliverables. Provide recommendations on security controls, evaluate security plans, and ensure accuracy and completeness of documentation. Maintain awareness of emerging threats, vulnerabilities, and best practices in cybersecurity. Ensure all team members complete required DoD and Army cybersecurity training and certifications. Prepare and submit required reports and documentation to the Contracting Officer's Representative (COR) and other stakeholders. Competencies:

Advanced knowledge of DoD, Army, and NIST cybersecurity standards and frameworks (e.g., RMF, NIST SP800-53). Strong leadership and team management skills. Expertise in vulnerability management, incident response, and secure network architecture. Experience with cybersecurity tools such as ACAS, Windows Defender, Proofpoint, SecureVue, ClearPass, SafeNet, Web Inspect, and Alienvault. Excellent analytical, problem-solving, and decision-making abilities. Strong written and verbal communication skills. Ability to work collaboratively in a multi-site, dynamic environment. Minimum Requirements/Education:

BA/BS from an accredited college or university with a minimum of 5+ years of experience, or AA/AS with 7+ years of experience. Any one of the following: IAT Level II (CySA+, Security+, CND, or SSCP) Certification and CE/OS Certification. 7 years of progressive experience serving as a cybersecurity specialist. Based in Monterey, CA (Presidio of Monterey) with travel to additional sites including HI, AZ, CA, VA, and other CONUS/OCONUS locations as outlined in the PWS.

Salary Description

$122,000 - $145,000
