This is senior level lead professional and technical work focused on data infrastructure and analytics technologies and methodologies. Incumbent will be principal in the effort for an enterprise-wide data management discipline inclusive of data architecture, data analytics, data science, and related policies. Also, participant in the design, development, and implementation of data models for enterprise and business agencies' applications and systems. This individual will act as the primary advocate of data modeling methodologies and data science best practices, working with OIT governance, software engineering, GIS, and WEB technology areas, and with agencies for use and security of data assets, compliance with data use standards and agreements. Work is performed under the general supervision of the Data Manager, with strategic direction of the CTO. Work is evaluated in terms of adherence to County policies and regulations, attainment of goals and overall contribution. About the Agency
The Office of Information Technology (OIT) provides support for all of the agencies, departments, and branches of County government. The?OIT Service Desk?provides information technology support and maintenance services to Prince George's County personnel. The Office of Information Technology is wholly dedicated to aligning technology efforts to support the strategic goals of the County. OIT will provide leadership, expertise, and resources in the ideation, development, and deployment of innovative technologies and streamlined processes to improve government efficiency, business interaction, and citizen access to government information and services.
Examples of Work Strategy & Planning Develop and deliver data strategies, architecture, and standards in conjunction with OIT leadership, County Stat, Agencies and other key stakeholders. Determine data reporting, analytics and integration platforms, solutions and tools that best fit county strategies and needs supporting data integration, statical analysis, and program measurement. Establish methods and procedures for data quality and relevancy and equity. Assist building a culture of data literacy, trust and transparency, and efforts for data portal development. Operational Management/Process Design
Evaluate and recommend governance, stewardship, and frameworks for managing data across the enterprise. Oversee the mapping of data sources, data movement, interfaces, and analytics, with the goal of safeguarding data integrity. Participate with agencies in developing methodologies for reports, dashboards, and analytics in their applications/systems/clouds; promote data management methodologies and standards. Select and recommend the appropriate tools, software, applications, and systems to support data technology goals. Collaborate with IT Project Architects, IT Project Managers and Business Analysts for all data projects and efforts. Document the data architecture and environment to maintain a current and accurate view of the larger data picture. Identify and develop opportunities for data reuse, migration, or retirement. Performs other duties as assigned, consistent with the specifications for this position, including, specifically attending training classes, or alternative career development activities to increase job competencies. Serve on committees, task groups and other efforts as needed. Stays abreast of the latest innovations and best practices in automation and data. Serve in an "on call" capacity to respond to and conduct work required to support County needs or troubleshooting outside regular work schedule. Qualifications Minimum Qualifications
Master's degree in computer science, mathematics, business or public administration, or a closely related field. Four (4) years of experience in information technology programming, in which at least two (2) years must have involved lead/supervisory duties. Any equivalent combination of relevant training, education and experience
may
also be considered.
Please note there is no equivalency for supervisory experience. Preferred Qualifications
Programming Languages: Proficiency in Python and R for data manipulation, statistical analysis, and machine learning. Strong working knowledge of SOL for database querying and management. ETL Process: Experience with Big Data ETL tools, frameworks, and workflow optimization for scalability, efficiency, and fault tolerance when handling large datasets. Agile: Experience with Agile/Scrum methodologies and document management practices, including maintaining accurate project documentation, version control, and supporting cross-functional collaboration.
