NYS OMH HBITS-07-14319 Expert Systems Developer (.Net) – Albany, NY (Hybrid)

We are seeking applicants to occupy the position of Expert Systems Developer within the NYS Office of Mental Health Team on a 30-month contract (hybrid 50% in Albany, NY).
Key Responsibilities
Execute full software development life cycle (SDLC). Use Microsoft Visual Studio 2022 or higher and write code using MVC Architecture, .Net, JavaScript, JSON, Ajax, HTML, XML, dll, and WCF. Prepare scripts to create and modify Oracle tables, create indexes, constraints, triggers, views, code stored procedures and packages, and migrate data when necessary. Diagnose and troubleshoot rules, calculations, and data issues on application reports using Crystal Reports. Mentor and assist other programmers, providing guidance for debugging, troubleshooting, securing and deploying applications, data access, data communications and system architecture configurations. Use source code repositories (Tortoise SVN, Visual SVN, TFS, or Git) for version control and branching. Work within the IT Service Management System to handle incidents and service requests and coordinate releases and changes with ITS teams. Diagnose and debug production issues reported via ITSM, escalate critical calls, and participate in bridge calls as needed. Report status of current tasks and outstanding issues to supervisor. Qualifications
84+ months: experience guiding large teams and/or extensive industry experience at a senior level. Preferred: 84 months of experience using Microsoft Visual Studio to develop/maintain applications in C#, ASP.NET, Web API for multi-tier deployments. 84 months experience developing and maintaining web applications using HTML, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap, and CSS. 84 months experience with Oracle database design, PL/SQL, stored procedures, packages, indexes, triggers, views, and data schema changes. 84 months experience with SOA application integration, including secure .NET web services using WCF, SOAP/REST APIs, and related messaging/queue processing. 72 months experience using Team Foundation Server and GitLab with CI/CD for source code management. 72 months experience collaborating with UI/UX teams, Business Analysts, Architects, and Project Managers to define requirements and timelines. 24 months experience coding and maintaining applications containing Health Care data (HIPAA PHI), HL7 and/or FHIR. 24 months experience with user provisioning, authentication and authorization using OKTA, LDAP, RSA, and Access Manager. The wage range reflects the factors considered in compensation decisions and is a reasonable estimate of the hourly range: $45.00 - $55.00.
