This description outlines duties and qualifications for Senior Attorney roles at NYDFS in various units. Duties

Banking Applications: Evaluate statutory and regulatory factors in investigations of banking applications (mergers, change of control, de novo charters, foreign bank licensing); liaise with financial institutions, regulatory agencies, and law firms; collaborate across depository and non-depository supervision, banking operations, legal, and consumer protection to include financial and managerial factors, safety and soundness, and consumer compliance in application investigations. Civil Investigations: Work on investigations of potential violations of Insurance, Banking, Financial Services, and other laws; request documents, analyze evidence, take testimony, identify violations, propose penalties, negotiate settlements, and prepare for hearings and litigation. Community and Regional Banks: Part of a review team that edits examination reports and other division documents with EICs, team leaders, and deputies. Consumer Examinations Unit: Resolve legal and policy matters for examining DFS-supervised entities for compliance with consumer protection and anti-discrimination laws; perform legal and policy research, dispute resolution, review/edit examination materials, liaise with DFS entities and units, and draft memos and work product. Innovation Policy Unit: Address legal issues in financial services related to AI/ML, fintech, insurtech, DeFi and other technologies; provide legal analysis for policy documents; perform research; conduct policy reviews; maintain best practices; manage external engagement with innovators. Investigations and Intelligence Division: Conduct public records research for license applications; research case law, lawsuits, enforcement actions; prepare memoranda for licensing determinations; inquire DFS licensees about cybersecurity incidents and escalate findings. Minimum Qualifications

Senior Attorney SG-25: One year as Assistant Attorney 3 or admission to NYS Bar and two years of professional legal experience. Assistant Attorney 3 SG-22: One year as Assistant Attorney 2 or admission to NYS Bar and one year of professional legal experience. Assistant Attorney 2 SG-20: Admission to NYS Bar. Assistant Attorney 1 SG-18: Law School Graduation or eligibility to take the NYS Bar; advancement to Assistant Attorney 2 upon bar admission; appointment terminated if not admitted within two years. Traineeship: progression through titles with advancement based on satisfactory service and performance; possible early advancement to Senior Attorney under certain conditions. NY HELPS: NY Hiring for Emergency Limited Placement Statewide Program; the non-competitive status may convert to competitive after one year. Salary: $96,336-$121,413 (Grade-25); $82,326 (Grade NS-22); $74,193 (Grade NS-20); $66,951 (Grade NS-18). Additional $4,000 annual downstate adjustment for positions in NYC metro area, Suffolk, Nassau, Rockland, and Westchester Counties. Appointment Status: Permanent or Contingent-Permanent.
