Overview
The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Client (ODHS). OIS provides the technology systems and services that support more than 18,000 agency staff at local offices and facilities around the state. The Center for Public Health Practice (CPHP) within the Public Health Division of OHA provides services to prevent and control diseases, monitor vital events, and assure an effective statewide public health system. The Oregon Immunization Program (OIP) works to reduce the incidence of vaccine‑preventable disease in Oregon and provides education, technical assistance and quality improvement for public and private practices. The scope of this engagement is for a contractor embedded within the Oregon Immunization Program (OIP) to provide Project Management Services and Deliverables for the OIP ALERT IIS Replacement Project. The Project Manager will work in the project team with the OIS Senior Project Manager to meet project goals. Project context
The ALERT Immunization Information System (IIS) is a confidential, population‑based database that records immunization doses administered by providers in Oregon. Approximately 90% of immunizing providers participate in ALERT IIS. The system supports clinical decision making and public health interventions. IRIS and POST functionality will be integrated into the new ALERT IIS, including consumer access modules and REALD/SOGI data elements. IRIS currently issues exclusion orders and reports statistics for immunization and exemptions; IRIS functionality will be retired and migrated into ALERT IIS. POST is largely internal and supports provider data and program administration; it also includes external components for partner enrollment and annual recertification for vaccines programs. The Project Manager will focus on developing and refining project planning and scheduling to increase efficiency and accuracy. Responsibilities include: Project management and assistance with competing project deliverables for ALERT IIS Liaise with OIS technical support team Update planner with new tasks based on input from OIP project team Manage multiple complex and detailed schedules Maintain timelines, milestones, and critical paths Monitor and control programs to assure timely completion Schedule and conduct stage gate review meetings with OIP team Advise on and escalate key issues that impact the schedule Ensure all resources are allocated to the appropriate tasks Produce resource capacity reports (identify over‑allocated or under‑utilized resources) Devise ad hoc reports for senior management decisions Required Skills And Experience Microsoft Office 365 (10+ years) Project Management (10+ years) Exceptional communication skills (10+ years) Consolidation planning and management (10+ years) Integration planning and strategy (10+ years) Learning ability (10+ years) Teamwork (10+ years) Presentation skills (10+ years) Proposal writing (10+ years) SOAP (4–6 years) Oracle (4–6 years) Adobe Acrobat (4–6 years) SQL (1–3 years) Ability to work effectively remotely Prior state government experience In addition, the ideal candidate will have skills and experience in WSDL language (4–6 years) General knowledge of HL7 (minimum); HL7 immunization profiles preferred Visio; Process Mapping Rate card description for a Project Manager The PeopleSoft Program Support professional provides comprehensive assistance to the PeopleSoft Program Manager, interfacing with senior client management, vendors, and agency stakeholders to facilitate project activities, resource management, and communication. They help manage project and program risks and issues, ensure deliverables are developed according to defined requirements and timelines, stay informed of significant change initiatives, and identify needed program adjustments. They support the PeopleSoft Governance Council by preparing presentations, multi‑year plans, and reporting project priorities. Administrative responsibilities include collecting, maintaining, monitoring, and reporting weekly program status, spending, metrics, requirements, documentation, issues, funding, and risks. They coordinate meeting logistics, communication, minutes, program objectives, schedules, tasks, and action items. Qualifications include knowledge of ERP systems and upgrades (specifically PeopleSoft), project management and administration principles, and a PMP certification or equivalent. A bachelor’s or master’s degree in a related field, PMP certification, and budgeting experience are also mentioned.
