Overview The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Oregon Client (ODHS). OIS provides technology systems and services for more than 18,000 agency staff across the state. The Center for Public Health Practice (CPHP) within the Public Health Division of OHA supports disease prevention and control, vital event monitoring, and a robust statewide public health system. The Oregon Immunization Program (OIP) works to reduce vaccine-preventable disease in Oregon and provides education, technical assistance, and quality improvement for public and private practices.

Scope: The Contractor shall be embedded within the Oregon Immunization Program and work with the OIS Senior Project Manager. The Contractor will provide Project Management Services and Deliverables to OIP to meet project goals described below.

Project Context OIS seeks a Project Manager to provide expert support in Microsoft Office 365 for the OIP ALERT IIS Replacement Project. ALERT IIS is a confidential, population-based immunization data system used by the majority of Oregon immunizing providers to manage records and support public health activities. The project aims to integrate functionality from IRIS and POST into a new ALERT IIS platform, enhance consumer access, and incorporate REALD and SOGI data elements. IRIS currently issues exclusion orders and collects statistics for reporting to the CDC and will be retired with functionality migrated to ALERT IIS. POST provides internal data for OIP programs and external access for partners and certifications.

Responsibilities

Develop and refine project planning and scheduling to increase efficiency and accuracy

Provide project management assistance for competing deliverables for ALERT IIS

Liaise with the OIS technical support team

Update the project planner with new tasks from the OIP project team

Manage multiple complex and detailed schedules, milestones, and critical paths

Monitor and control programs to assure timely completion

Schedule and conduct stage-gate review meetings with the OIP team

Advise on and escalate key issues impacting the schedule

Ensure resources are allocated to appropriate tasks

Produce resource capacity reports and identify over-allocations or under-utilization

Devise ad hoc reports for senior management decision-making

Rate card and engagement details Rate card description and rates for a Project Manager are described, with emphasis on qualifications and experience of the proposed key person. Proposals should present the strongest candidate at or below the maximum rate. Interviews will be conducted via Microsoft Teams and/or in person in Pacific Standard Time. Background checks are anticipated to take two weeks or more. The Key Person will telecommute with potential onsite meetings in Portland, Oregon (Portland State Office Building, 800 NE Oregon St, Portland, OR 97232). Any onsite work will be re-evaluated regularly by the Agency Authorized Representative. Telecommuting requires access to Agency computer, monitor, and telephone; remote work requires reliable high-speed internet, camera, and microphone. Access to Agency systems will be provided via VPN, Citrix Remote Desktop, or similar software. If off-site work is approved, onsite work may be required as the workforce returns to the Agency workplace.

Location and working conditions OIS/ODHS/OHA operate on standard business days (Mon–Fri, 8:00 AM – 5:00 PM PT) except for holidays and closures. The Contractor must be available to engage with OIS/ODHS/OHA as agreed with OIS management.
