Job Summary
Under general supervision, participates with other auditors in performing financial, contract compliance, grant, and performance/operational audits in accordance with generally accepted governmental auditing standards. Provides support activities for the City's external financial and single audits, special investigations, and advisory services to Council and their staff. This position requires work schedule flexibility to perform audits of City operations that are 24 hours/7 days per week. May provide functional supervision over assigned staff. This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason. Work Location

7:45 a.m. - 4:30 p.m.; Monday - Friday Essential Job Functions
Auditor I – Performs assigned audit program procedures with direction to include developing scope, objective, and methodology; preliminary planning; individual and group interviews; program development; qualitative and quantitative data collection, transference, and reproduction; meeting agenda and results documentation; work paper preparation, indexing and organization; entrance and exit conferences; and report and correspondence preparation assistance. Auditor I – Performs assigned audit quality assurance support duties with direction to include work paper review, verification, and cross-reference checking; and report review and data verification. Auditor I – Assists in the annual audit planning, budget and risk assessment processes; contributes to annual audit plan risk assessment and planning, and related City budget process review; performs other related duties as required. Auditor II and above
Auditor II – Develops audit project summaries, scope, objectives, and methodology with related resource allocation budget and time schedule. Auditor II – Participates in or conducts preliminary survey activities for assigned audits; may travel to audit sites and communicate using a personal cell phone. Auditor II – Develops detailed audit programs from project summaries and survey data, including dates, resource commitments, and milestone reporting to audit management. Auditor II – Performs audit procedures, identifies and defines issues, develops criteria, collects, reviews, analyzes, and verifies evidence, and prepares working papers to document steps, conclusions, and results. Auditor II – Evaluates basic management controls, identifies weaknesses, and formulates recommendations to improve the control environment. Auditor II – Attends and participates in conferences and meetings about assigned projects; may provide limited direction to less experienced auditors. Auditor II – Performs accounting system surveys of agencies due to receive Federal, State, and/or City funds; researches and analyzes State and Federal laws, regulations, policies, procedures, grant audit guides, and contract provisions; analyzes complex documents and reports. Auditor III & IV
Auditor III – Determines audit objectives and designs audit programs to satisfy these objectives. Auditor IV – Oversees and conducts preliminary survey activities for assigned audits; evaluates complex management controls, identifies control weaknesses, and formulates recommendations; leads conferences and meetings; reviews and assesses other team members’ work and provides feedback; may travel to audit sites and use a personal cell phone for communication. Auditor IV – Provides work direction and guidance to less experienced auditors. Job Requirements
Auditor I Bachelor's Degree from an accredited college or university with major coursework in Accounting, or a business field with significant quantitative analysis. Valid Class "C" Texas Driver's License or valid driver's license from another state with the ability to obtain a Texas license within 30 days of residence. Use of personal vehicle may be required; proof of liability insurance will be required. Auditor II One (1) year total of auditing, accounting, or related analytical business experience. Current with audit or accounting Continuing Professional Education (CPE) credits. Application may require Microsoft Office proficiency testing. Preferred Qualifications (Auditors I & II) Experience as a government auditor. Audit or accounting certification. Auditor III Three (3) years total of auditing, accounting, or related analytical business experience, including one (1) year of related technical supervision or lead experience. Certification as CPA, CIA, CFE, or CISA; or a Master’s Degree in accounting or a related field with significant quantitative analysis. Auditor IV Five (5) years total of auditing, accounting, or related analytical business experience, including two (2) years of related supervision or lead experience. Certification as CPA, CIA, CFE, or CISA. Knowledge, Skills, And Abilities Knowledge of Governmental Auditing Standards and related professional standards. Knowledge of control environment, risk assessment, control activities, information and communication, and monitoring. Knowledge of investigative techniques and analysis; working paper preparation, indexing, and organization. Knowledge of applicable policies, procedures, laws, regulations, and audit procedures; strong report writing skills. Proficiency with Microsoft Office and other business applications; ability to communicate clearly and effectively. Ability to maintain confidentiality, work flexible hours, and operate in an office environment with occasional outside work. Benefits Information
