Overview

Associate Superintendent – Operations Clallam Bay Corrections Center Full-Time - Exempt The Department of Corrections is seeking a highly motivated and qualified individual for the position of Associate Superintendent of Operations at Clallam Bay Corrections Center. Clallam Bay Corrections Center is a 900-bed male facility located on the point of the Olympic Peninsula. It is 50 miles west of Port Angeles and looks out over the Strait of Juan de Fuca at Vancouver Island. This facility houses medium and close custody incarcerated individuals. CBCC also operates a Restricted Housing Unit. Whether the work is inside a prison, in community corrections, or in an administrative office, the Washington State Department of Corrections professional staff experience a high degree of personal satisfaction knowing they are creating environments in which all incarcerated individuals can learn to make choices that contribute to a safer society.

Responsibilities

Manages and directs all the daily on-site operations, ensuring business is conducted consistent with established safety and security instructions.

Serves as a key member of the Superintendent's Executive Leadership team and serves as Superintendent designee during the appointing authority's absence.

Focus is on strategic long-range planning and integration of work with consideration of tactical actions/plans necessary to implement local and department decisions.

Develops biennial budget decision packages while managing and controlling large portions of allotted facility budget.

Develops, implements, and monitors policies, local operational memorandums, and procedures that provide operational and security direction for staff and incarcerated individuals.

Ensures compliance with the department directives, mission, values, and key goals.

Responsible for a variety of direct incarcerated individual services including coordination of physical plant maintenance and construction, incarcerated work/training and activity programs, volunteer programs, religious programs, medical and food services, records, classification, incarcerated individual management, operation of the general population, segregation and restricted housing unit, emergency response coordination, security and safety operations of the institution, coordinating the delivery of support services, facilitating the operation of Correctional Industries, staff training, and safety programs.

Establishing, maintaining, and enhancing relationships and partnerships within the community.

Maintains a thorough knowledge of the Collective Bargaining Agreement (CBA) and ensure policies and procedures comply with the CBA.

Serves in the capacity and makes decisions for incidents that occur at the facility level on a rotational basis. Determines how in an emergency, incident, or significant event the facility’s operations are managed. Authorizes activities and provides direction to all facilities and community correction offices outside of normal business hours.

Qualifications

Three (3) or more years broad based, progressive managerial or administrative (operational) experience (managerial and/or operational experience level is defined as the CPM, CUS, or equivalent level) which includes supervisory experience in a multi-level custody, adult correctional environment, and experience in at least five of the following areas: Emergency Management (ICS) and contingency planning, prison programs, sustainability, evidence based programs, correctional practice, theory and law, budget administration and development, offender classification, labor relations, public relation methods and application, and/or training and staff development, experience working with unions.

AND

One year experience in Unit Team Management (the Unit Team is a multi-disciplinary group of staff and manages the security, classification, and programs of all incarcerated assigned to an incarcerate living uni. The Unit Team is typically composed of a CUS, correctional Sergeant, Classification Counselor, support staff, and Correctional Officers. Through the effective use of the unit team providing for a safe and effective unit operation.

In addition to the above, this position requires:

Organization and time management

Conflict resolution skills and abilities

Working Knowledge of policies, procedures, CBA, WAC, and RCW

Ability to be calm and thoughtful in emergent situations
