About the Role Mutual Housing seeks an accomplished and mission-driven
Director of Property Operations
to oversee the operational performance and strategic direction of its affordable housing portfolio. Reporting to the Vice President of Property Operations, the Director provides leadership to Regional Managers and Maintenance Supervisors, ensuring consistent, high-quality property management aligned with the organization’s mission and regulatory obligations.
This role plays a key part in property transitions, lease-ups, compliance, budgeting, and resident satisfaction, while fostering a collaborative, high-performance culture. The Director also serves as a member of the leadership team and contributes to organization-wide initiatives and strategy.
Key Responsibilities
Lead, mentor, and support Regional Managers and Maintenance Supervisors to ensure operational excellence across all communities.
Develop and implement portfolio-wide operational policies, performance standards, and systems to improve efficiency and consistency.
Oversee portfolio performance, including occupancy, collections, maintenance, and resident satisfaction, ensuring compliance with all affordable housing regulations and funding requirements.
Collaborate cross-functionally with Asset Management, Compliance, Real Estate Development, and other departments on new construction, acquisitions, capital planning, and lease-up activities.
Manage fiscal performance through budget oversight, variance analysis, and financial reporting, ensuring alignment with organizational goals.
Oversee risk management and ensure adherence to Fair Housing, ADA/504, and landlord/tenant laws.
Foster effective communication between site staff and senior leadership, cultivating a culture of accountability, transparency, and mission alignment.
Represent the Property Operations department in leadership meetings, reporting on key performance indicators, challenges, and opportunities.
Qualifications
Minimum 10 years of progressively responsible experience in property management or operations, including at least 3 years in a senior supervisory role overseeing Regional Managers.
Demonstrated expertise in affordable housing programs and regulations (LIHTC, HUD, Tax-Exempt Bonds, RHCP, CHRP, CHFA, AHP).
Current California DRE Broker’s License, or active Sales License with ability to obtain Broker’s License within 6 months of hire.
Proven ability to manage large, diverse portfolios and cross-functional teams.
Strong financial acumen, including budgeting, variance analysis, and interpreting property management financial reports.
Knowledge of Fair Housing, ADA/504, and landlord/tenant laws; experience ensuring organizational compliance.
Exceptional leadership, communication, and problem-solving skills with a collaborative, strategic approach.
Proficiency in Microsoft Office Suite; Yardi Voyager experience preferred.
