Overview

Assistant Property Manager with Tax Credit Experience. Reports to the Property Manager. May be asked to perform other duties as assigned by the Manager and/or Regional Director. Duties & Responsibilities

Assists in the training of all property staff. Creates a positive, welcoming, and supportive environment for residents, visitors, and community staff. Maintains the office in a neat and clean condition. Evaluates staff performance, including the completion of annual performance reviews. Counsels underperforming staff and provides critical feedback to improve performance. Prepares, approves, and submits timesheets and payroll adjustments. Assists the Regional Director in the selection of community staff and conducts preliminary interviewing. Maintains working knowledge of all affordable regulatory forms and documents. Submits accurate and complete reports as specified on Residential One’s timetable. Maintains building security measures with proper incident documentation and notification to management, owners, and insurance carriers within 24 hours of an incident. Conducts in-house file audits on a semi-annual basis. Maintains daily filing system for applicant/resident, accounting, vendor, and contract files. Ensures all mandatory trainings for community staff are completed, and facilitates other trainings as needed. Understands Boston Post software and the paperless workflow to operate efficiently and accurately. Responsible for the preparation of Reserve Funds Replacements (RFR). Other duties as assigned. Occupancy

Supervises all leasing activities. Sets goals for the community staff to maintain 100% occupancy through curb appeal, service, and retention strategies. Executes marketing and advertising campaigns for apartment leasing, in conjunction with the Affirmative Fair Housing Marketing Plan. Notifies residents in writing of issues affecting tenancy. Maintains vacancy information as required by Residential One, owners, and monitoring agencies. Ensures move-in certifications are completed and sent to U.S. Housing timely; re-certifications are completed and sent to the compliance department 90 days before the effective date. Maintains current and accurate waitlist. Completes certification corrections within 48-72 hours after notification of deficiencies. Oversees re-certification process and assists with 60/90/120-day notices as needed. Issues rent increase letters 30 days in advance of the effective date, or as required by jurisdiction. Screen and review all applications in a timely manner. Calculate income and assets in compliance with regulations and industry standards. Prepare and pre-audit first-year investor lease-up files and correct as needed. Supervise lease orientations and signings, and submit documentation for final approval by U.S. Housing. Stay current on affordable housing rules and guidelines applicable to the community. Oversee property tours, show vacant units, and market property amenities. Conduct move-in/move-out inspections (pre/post) and complete within 24 hours where applicable. Complete semi-annual apartment/townhome and quarterly exterior/interior inspections. Ensure correct set-asides, rent, and income limits are used. Supervise and assist in the certification process and ensure timely certification for annual and interim periods. Prepare for audits and inspections with staff support. Remain current on policies and laws affecting marketing and leasing. File eviction court documents and attend court hearings as required. Prepare accurate and timely affordable year-end and/or quarterly reports. Supervise and assist in annual purge of files where applicable. Finances

Work toward financial stability through cost reductions and systems to maintain 0% delinquency. File delinquent rent and follow up on collection or eviction as needed. Complete security deposit administration, including inspections, disposition letters, and processing returns within 21 days of vacancy. Deposit daily rents to the bank and maintain accurate documentation. Ensure Boston Post batches match bank scans/deposits. Follow rental policy procedures for rent collection and notices for delinquent or prepaid accounts. Prepare the annual operating budget and work with the Regional Director to explain monthly variances in writing. Maintain familiarity with AP and AR procedures. Maintenance

Oversee operations and purchases for the maintenance department. Solicit and review bids for contract work and obtain Regional Director approval. Ensure contract work is completed in the community. Assist maintenance with understanding budget constraints and effective budget use. Adhere to the purchase order/invoices process and manage inventory control. Ensure preventative maintenance is completed on schedule and supervise daily property inspections and curb appeal. Ensure work orders are completed in a timely manner. Other duties as assigned. Qualifications

High school diploma/GED required. 2+ years’ experience in residential leasing or property management. 1+ years’ experience with LIHTC/Section 8. Excellent communication and time management skills. Strong customer service and sales skills. Physical Requirements

General office work; extended sitting and computer use. Standing and operating office equipment as needed. Must be able to move between departments, floors, and properties. Ability to conduct property tours, including walking and stairs. Ability to read, write, and communicate clearly in English; use of computers and hands/fingers for typing.
