Overview Under the daily direction of the Property Manager, the Assistant Property Manager is responsible for the overall aspects of the community operations. (S)he may be asked to perform other duties as assigned, as per their Manager and/or Regional Director.

Duties & Responsibilities

Assists in the training of all property staff.

Creates a positive, welcoming, supportive environment for residents, visitors, and community staff.

Maintains the office in a neat and clean condition.

Evaluates staff performance, including annual performance reviews; counsels underperforming staff and provides feedback to improve performance.

Prepares, approves, and submits timesheets and payroll adjustments.

Assists the Regional Director in selecting community staff and participates in preliminary interviewing.

Maintains working knowledge of affordable regulatory forms and documents.

Submits accurate and complete reports per Residential One’s timetable.

Maintains building security measures and documents incidents within 24 hours to management, owners, and insurance carriers.

Performs in-house file audits semi-annually and maintains filing systems (applicant/resident, accounting, vendor, contract files).

Ensures staff attend mandatory trainings and other trainings to promote successful operations.

Understands Boston Post software and paperless workflows to operate efficiently and accurately.

Prepares Reserve Funds Replacements (RFR).

Other duties as assigned.

Occupancy

Supervises all leasing activities and sets goals to maintain occupancy through curb appeal, service, and retention strategies.

Executes marketing and advertising campaigns for apartment leasing in alignment with the Affirmative Fair Housing Marketing Plan.

Notifies residents in writing of issues affecting tenancy; maintains vacancy information per requirements.

Ensures move-in certifications are completed and sent to U.S. Housing timely; recertifications are completed 90 days before the effective date.

Manages waitlists and ensures timely corrections to certifications (within 48–72 hours of deficiency notice).

Oversees the re-certification process, notices (60/90/120 days) as needed.

Issues rent increase notices per jurisdiction rules and unit economics.

Screens and reviews applications promptly; calculates income and assets per standards.

Prepares and audits first-year investor lease-ups files and performs corrections as needed.

Leases orientations and signings; submits documentation to U.S. Housing for final approval.

Stays current on affordable housing rules applicable to the community.

Oversees property tours, shows vacant units, and markets property amenities.

Performs move-in/move-out inspections within 24 hours; completes semi-annual and quarterly inspections as required.

Ensures correct set-asides, rent, and income limits are utilized; coordinates certifications for annual and interim processes.

Supports inspections and audits readiness; remains compliant with policies and laws affecting marketing and leasing.

Files court documents for eviction and attends hearings as applicable.

Prepares affordable year-end and/or quarterly reports and purges files as appropriate.

Finances

Supports financial stability through cost reduction and systems to maintain zero delinquency.

Files delinquent rent and follows up on collections or evictions.

Manages security deposits: inspections, disposition letters, and returns within 21 days of vacancy.

Handles daily rent deposits and maintains related documentation; ensures batch accuracy with bank scans.

Follows rental policies for rent collection and delinquent accounts; issues notices for prepaid accounts.

Prepares annual operating budget and explains monthly variances; collaborates with the Regional Director.

Maintains knowledge of accounts payable/receivable procedures.

Maintenance

Oversees maintenance operations and purchases; reviews bids and approves contract work.

Ensures contract work is completed on-site and assists in budget adherence for the maintenance department.

Ensures purchase orders and invoices are processed properly and maintains inventory control.

Monitors preventive maintenance schedules and daily property inspections; ensures timely work orders completion.

All other duties as assigned.

Qualifications

High school diploma or GED required.

2+ years of experience in residential leasing or property management.

1+ years’ experience with LIHTC/Section 8 property management.

Excellent communication and time management skills.

Strong customer service and sales skills.

Physical Requirements

General office work; extended periods of sitting and computer use.

May involve standing, moving between departments/properties, tours, and climbing stairs.

Regular ability to talk, hear, and use hands to write and type; reading and writing proficiency; vision for reading and inspecting materials.
