The County of Del Norte Probation Department is seeking a qualified candidate to fill one (1) vacancy for the position of Senior Account Clerk. This position is classified as full-time.

This position is an experienced account clerk with the skill to perform and supervise a wide variety of accounts and administrative functions without direct supervision except as new or unusual circumstances require. This work consists of complex and responsible clerical, technical and paraprofessional duties at a lead person level within a classification series. To perform complex and technical accounting system work in the preparation, maintenance and review of County, departmental, divisional, and/or unit financial records; and to supervise other support staff in a lead person capacity.

Essential Job Duties

Performs complex accounting tasks involved in the preparation, maintenance and processing of fiscal and/or statistical records and reports pertaining to county, departmental, divisional and/or unit operations.

Performs technical calculations associated with financial record keeping of taxation, revenues, disbursements pertaining to county revenues, including compiling statistical and business information for use in reports and correspondence.

Maintains filing system and control documents including records of staff assignment, projects, agreements and correspondence.

Calculates, separates and distributes direct and indirect costs into labor, materials, equipment and other expenditure categories.

Oversees the review of claims, warrants, authorizations, transfers of expenditures, disbursements and entries to the general and subsidiary journals or ledgers.

Participates in and provides lead supervision in the preparation, distribution and/or accounting of tax bills, vendor claims, tax rolls, records of taxes and other departmental related accounting functions.

Provides lead supervision in the maintenance of county, departmental, divisional and/or unit financial records within the county computer systems.

Assists in the preparation and monitoring of the assigned annual budget by compiling data, researching costs of requested fixed assets, reviewing expenditures and revenues, etc.

Performs tasks to audit, post and balance ledgers for county, department, divisional and/or unit operations.

Approves, oversees and participates in the review of invoices, claims, warrants, authorizations, transfers of expenditures, project costs, budget transfers, inventory, etc.

Prepares and distributes a wide variety of reports and records as required by county, state or federal regulations.

Calculates fees, costs, interest, etc. according to established procedures.

Acts as an information source regarding inquiries about department, divisional and/or county policies and procedures pertaining to accounting/fiscal operations.

Provides lead person functions to oversee the activities of a department and/or operational division support staff.

Performs related duties as required or assigned.

Education Graduation from high school with college coursework in bookkeeping, accounting, business administration or closely related field. A Bachelor’s degree is preferred and may be substituted for equivalent experience.

Experience Four (4) years experience in financial record keeping that includes two (2) years experience in a public sector agency; county government is preferred.

Special Requirements Must possess and maintain a valid Driver’s license.

All County of Del Norte employees are designated Disaster Service Workers through State law (California Government Code Section 3100-3109). Employment with the County of Del Norte requires the affirmation of a loyalty oath to this effect. Employees are required to complete all Disaster Service Work related training as assigned, and to return to work as ordered in the event of an emergency.

Knowledge

Demonstrated knowledge of the principles and practices of governmental account and record maintenance and operations.

Relevant statutes and regulations governing the operations and functions of the county and/or departmental function.

Ability

Effectively analyze problematic issues and situations and apply appropriate procedures.

Establish and maintain effective working relationships with fellow employees, managers, other departments, outside agencies and the general public.

Maintain complex financial records, prepare technical financial reports and statements, draft routine business letters and to communicate effectively in oral and written form.

Operate data processing equipment and software and to keyboard at a rate sufficient to perform duties rapidly and accurately.
