We are looking for an Engineer Manager I who will serve as the Group Lead within the Design Development and Support Group.
In this position you will:
•Oversee the preparation and review of design assumptions, geometric designs for preliminary, right of way and final plans produced using sound engineering judgement.
•Oversee the coordination and review of the calculation of quantities developed by in-house staff and private engineering firms (PEFs) used to generate cost estimates used to generate cost estimates required for the allocation of funds for TIP projects.
•Review recommendations from other NCDOT Units (i.e. Hydraulics, Geotechnical, Structures Management and Pavement Management, etc.) to ensure they have been incorporated into the design.
•Ensure the submittal of necessary corrections to the Project Manager in either a letter or in a marked-up PDF copy of their plan submittal.
•Direct the checking of final plan estimates to ensure that all necessary pay items have been included before submitting plans to the Contract and Standards Development Unit Evaluate consultant performance on roadway design submittals.
•Review Corridor and Design Public Hearing Maps generated by Plan Review and Design Support personnel or PEFs.
•Lead meetings with PEFs and design staff to review the preliminary, right of way, and final plans, with all applicable Units to go over their comments.
•Provide support on roadway design related questions from PEFs, Divisions, other departmental units and private citizens to clarify design requirements.
•Coordinate with the Project Managers to ensure roadway design project issues have been addressed appropriately and schedules are maintained.**Knowledge Skills and Abilities/Management Preferences**Salary Grade: NC24 Salary Range: $84,471- $164,720**Management prefers applicants with the following:*** Knowledge and understanding of engineering concepts and roadway design practices.* Experience in performing engineering analysis and preparing technical, statistical, and managerial reports and planning, developing, scheduling, tracking and completing projects.* Experience collaborating with others in finding solutions to controversial or sensitive matters that establish precedents.* Experience reviewing engineered plans to determine compliance and compatibility with construction and engineering principles, design standards, local state and federal regulations, and NCDOT policies and procedures.Additional Expectations:* Knowledge of professional engineering, techniques, practices and procedures, organizational structures, historical budgetary and/or extraneous factors or implications, and skills in applying this knowledge.* Ability to manage projects and team resources.* Ability to lead team members to accomplish project goals and objectives.* Ability to mentor, coach and manage the total competencies of team members as it relates to project management, technical issues, and unit policies and processes.* Ability to ensure that fiscal rules and regulations are interpreted correctly, internal and external to the organization.* Ability to set priorities, develop a work schedule, monitor progress towards goals, and track details/data/information/activities, ability to mentor, coach and train staff on project management.* Ability to manage professional services contracts, including scoping, estimating, negotiations, invoice review/approval, project closeout and consultant evaluation.**Minimum Education and Experience**Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both.
