DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS This position reports to the Houston Permitting Center, within the Infrastructure & Development Services section. The Permit Technician performs a variety of technical, administrative, and customer service duties related to the acceptance, review and processing of permit applications. The Permit Technician supports both Taps and Meters and Impact fee administration groups, architects, engineers, contractors and the public by providing accurate information and feedback on permit requirements, plan review process, and the Wastewater Capacity Reservation application process. Work involves exercising sound judgment, ensuring compliance with regulations, and maintaining confidentiality when handling sensitive customer and project information.

Key Responsibilities include:

Customer Assistance & Communication

– Providing general information on City permit procedures, codes and guidelines through the phone, email and in‑person communication. Researches, analyzes, and resolves standard customer problems and inquiries. Assist applicants in processing water meter permit applications, WCR applications, bond documents, and water meter easement documents. Verifies contractor’s business licenses, insurance coverage, and other eligibility requirements. Submits completed permit applications for payment and inspection. Recognizes permit system issues, submits Service Now tickets, and facilitates remedies.

Document & Records Management

– Records, logs, and maintains various permit‑related data, documents or reports. Prepares and processes administrative documents requiring knowledge of departmental operations, procedures, codes and ordinances.

Work Order Functions

– Creates work orders and permit numbers; may contact outside companies to verify documentation to release services on submitted permits.

Support Function

– Understands the function of all sections within Infrastructure & Development Services and responds to questions on procedures, application requirements, and permit status. Provides feedback and technical support to customers, architects, engineers, and contractors regarding preliminary plan designs. Performs other related duties as assigned.

WORKING CONDITIONS This position involves routine walking, periods of sitting, and occasional stooping or bending. Occasional light lifting, such as three or four reams of papers or books (up to 40 pounds or equivalent weight) may be required.

EDUCATIONAL REQUIREMENTS Requires a high school diploma or a GED.

EXPERIENCE REQUIREMENTS Two years of experience as a Permit Technician Aide or in customer service are required. An Associate degree may be substituted for the experience requirement.

LICENSE REQUIREMENTS None. Preference may be given to applicants who have experience designing or reviewing plans for sanitary sewer and water utilities and/or proficiency using GIS; possess excellent technical writing skills, communication and research skills, and the ability to interpret and explain City procedures.

OTHER REQUIREMENTS Knowledge of the following systems: INFOR, HOU‑Permits, i‑Permits, Project Dox and ILMS. Knowledge of how to research using GEO Cortex, and H.C.A.D. Preference will be given to applicants with an Associate degree in Building Inspection.

VETERAN PREFERENCE Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1‑6.

SKILLS TESTS REQUIRED None. However, the department may administer a skills assessment evaluation.

SAFETY IMPACT POSITION No. If yes, this position is subject to random drug testing and if a promotional position, candidate must pass an assignment drug test.

SALARY INFORMATION Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

Pay Grade 15

EMERGENCY MANAGEMENT This is a Houston Public Works Emergency Management position at the Tier III Level.
