About This Job

The Coastal Protection and Restoration Authority (CPRA) is seeking an experienced

Accountant Administrator 5

to lead its

Financial Services Division , overseeing a team responsible for complex accounting, budgeting, purchasing, grant and contract management, and administrative operations across LaGov. The incumbent oversees accounting and budgeting for programs funded by multiple state and federal sources, ensuring compliance with CPRA policies and various legislative acts while managing contracts, grants, and cost share agreements with accuracy and timeliness.

Minimum Qualifications

Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.

Experience Substitution:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties

Leads and manages CPRA’s financial operations—including accounting, budgeting, grants, and contracts—through subordinate managers, ensuring compliance with state and federal regulations, fiscal integrity, and effective internal controls.

Oversees the development and administration of CPRA’s annual operating and capital outlay budgets, collaborating with agency leadership and external stakeholders to align financial planning with strategic objectives and policy requirements.

Supervises and supports a diverse team of 15 staff across four functional areas, managing hiring, training, performance evaluations, workload distribution, and approval of financial transactions, while ensuring compliance with internal policies and external regulations.

Oversees the preparation of critical financial reports, including the Annual Fiscal Report and federal award schedules, responds to audit inquiries, and advises executive leadership on complex fiscal issues, legislative impacts, and system improvements related to budgeting and accounting.

Prepares and oversees complex financial reports for agency leadership and external entities, ensures compliance with state and federal legislation, and administers CPRA’s LaCarte Purchasing Program, serving as liaison with the Division of Administration and Bank of America.

Represents CPRA at high-level meetings, legislative hearings, and budget committees, providing expert analysis on agency budgets and expenditures, while developing fiscal controls and integrating new programs and accounting procedures into existing financial systems.
