The Division of Administration/Office of Finance and Support Services has a vacancy. This job title has an assigned pay grade of AS-621. T his vacancy is located in the Cash Management Section.
The Office of Finance and Support Services provides comprehensive accounting services, including financial reporting, analysis, budget development and preparation for the Division of Administration and various offices and agencies within the executive Department. The services provided by OFSS involve a range of agency responsibilities for implementing financial operational policies and procedures, preparing and monitoring all budget functions and providing monthly and annual financial statements to ensure accurate and timely financial services. The work is performed in compliance with state, federal, grant specific and office rules, policies, and procedures and are reviewed on the basis of results, reports and outside Independent audit, both federal and state.
The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state’s capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Seven years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree with twenty-four semester hours in accounting plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus two years of experience in accounting, auditing, financial operations, payroll, or banking.
EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. Job Duties: This is a highly responsible financial management position that is responsible for highly complex accounting and financial functions including account receivable, cost accounting, cost allocation, general ledger accounting, reconciliations, vouchers payable, cash and revenue management, billing, program compliance, funds management and financial reporting functions for the Division of Administration (DOA), Office of Finance and Support Services (OFSS) and all its client entities. Direct line of supervision is exercised over two (2) Accountant 4 and four (4) Accountant 1-2-3 career progression group positions.
The duties and responsibilities of this position require the following activities of the incumbent:
• Manages and direct the cash management, billing, and accounts receivable activities for the Division of Administration, DOA Ancillary agencies, and various agencies within the Executive branch of government. • Directs the preparation of various revenue analyses, cash flow projections, forecasts and comparisons for use in evaluating program effectiveness and efficiency. • Directs the preparation of reports provided to the financial reporting section for interim and annual financial reports, including the State’s Annual Financial statements, for use by agency management, the Office of Statewide Reporting and Accounting Policy, the Legislative Fiscal Office, and the Louisiana Legislative Auditor. • Reviews and approves the maintenance and collection of accounts receivable for state wide services provided by the Division of Administration. • Oversees the deposit process to ensure timely deposits and accurate coding of receipts. • Oversees collection processes to ensure timely review and collection of outstanding receivables, ensuring records are properly updated in a timely manner. • Responsible for maintaining databases and spreadsheets required for management, billing, and statistical reporting of services provided to agencies.
Position-Specific Details: Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
Compensation: This position has a Special Entrance Rate (SER) of $2,604.80 biweekly.
