Overview
The contractor shall possess at minimum ten years of experience performing warranted or non-warranted 1102 series contracting specialist duties, be fully functional in the operation of Department of Defense contracting specialist tools, including proficiency in the PD2 Contract Writing System, and hold certifications comparable to a DOD non-supervisory DAWIA Level III or FAC-C Level III. The contractor shall have a solid foundational understanding of Federal and DOD (FAR & DFARS) contracting policy, rules, methods, and regulations, and the ability to perform complex cost and pricing data analysis. The contractor should be familiar with aviation, multiple program management offices, and various fund types (Operations and Maintenance, Procurement, and Research and Development). The contractor should be well-versed with contract types such as Fixed Price, Cost Reimbursable, Time & Material, and Commercial contracts, and capable of assisting with strategic requirements review, acquisition strategy development, request for proposal development, and other pre-award duties. The contractor shall have a solid understanding of acquisition procedures involving best value, price performance tradeoff (PFF), LPTA, and GSA source selections.
Responsibilities
Assist with strategic requirements review and consolidation, acquisition strategy development, and request for proposal development; participate in other pre-award duties.
Perform cost and pricing data analyses and apply best value principles and source selections as applicable.
Work with aviation programs, program management offices, and diverse funding types (Operations and Maintenance, Procurement, Research and Development).
Utilize PD2, DD250, and internet resources to support contracting activities; communicate effectively and maintain organized documentation.
Support development of acquisition strategies and guidance for contract types including Fixed Price, Cost Reimbursable, Time & Material, and Commercial contracts.
Qualifications
BA or BS degree in the appropriate discipline from an accredited college or university.
DAWIA or FAC-C Certification: Required Level II; Preferred Level III.
Years of Experience: Required 10 years.
Clearance: Required Secret Eligible; Preferred Active Secret.
Work Location: Required in the office 4 days a week; Preferred 5 days a week.
PD2 Proficiency: Preferred.
Familiarity: Contractor should be familiar with aviation, program office support, various types of funds, and multiple contract types.
Candidate Assessment The candidate will undergo an assessment process that includes a psychological assessment with cognitive and personality testing, criminal and financial disclosures, and an interview panel review of experience, skills, and qualifications.
