Summary of Responsibilities The Director of Supply Chain develops and implements strategic supply chain initiatives aimed at optimizing cost, availability, and quality of all purchased goods and services for the company. The Director establishes and implements Long Term Agreements (LTAs) with strategic suppliers and directs the supply chain management organization such that it is compliant with all FARs/DFARS, applicable laws, statutes and procedures. The Director oversees the accumulation of pricing data for all company proposals for price reasonableness and formulates and implements strategies which result in best possible materials cost based on proposal requirements. Finally, the Director directs and formulates negotiation strategies and represents the company in negotiations with the suppliers and customers on all matters concerning materials.

Responsibilities and Tasks

Direct and administer a program of effective material procurement to provide all material, equipment, parts, assemblies, supplies and services required for the operation of the company, ensuring optimum costs, terms and conditions and adherence to established quality standards and specifications and schedules.

Direct the preparation, negotiation and administration of optimum subcontracts and supplier agreements for major sub-assemblies and complex items, ensuring adherence to all established quality and technical standards as well as delivery requirements.

Assure accurate input and optimum quotations for business proposals by providing complete review of bills of material from engineering, development of criteria for vendors, selection of best vendors for quotes, and negotiations for most favorable terms and conditions.

Direct the monitoring and audit of procurement functions to ensure compliance with established policies and procedures.

Keep management apprised of status and implement solutions to supply chain problems.

Direct the establishment and implementation of company procurement policies and procedures involving subcontract terms and conditions, re-determinations, contract terminations and vendor relations and negotiations.

Represent Elbit Systems of America in negotiations with government or customers in support of material procurement activities.

Assure adequate sources of supply for all Elbit Systems of America material and service requirements with consideration to new technologies, quality and delivery.

Evaluate and determine labor requirements and implement staff expansions or reductions to provide optimum utilization of personnel and workflow to meet proposal and production schedules.

Select, train, and develop subordinates.

Assign work for most efficient utilization of personnel, reviewing their activities to assure quality performance.

Make appropriate promotional and salary recommendations or terminations.

Ensure the efficient resolution to all supply chain problems and coordinate problem resolution with all interfacing departments to provide optimum production, quality and delivery of Elbit Systems of America.

Promote satisfactory employee relations and adherence to company policies and procedures.

Maintain effective liaison with suppliers, customer representatives, and subcontractors to provide efficient, timely and cost‑effective procurement of materials.

Maintain effective liaison with all departments to ensure optimum company operations.

Maintain effective liaison with private and public agencies to ensure optimum negotiations and compliance with all government and contractual regulations.

Direct entire supply chain management process.

Establish and meet cost reduction, system improvement, and vendor improvement objectives.

Education, Experience & Certifications

A bachelor's degree in business administration, Supply Chain Management or related field.

12 plus years related experience to be proficient in the above areas.

Skills and Abilities

Requires outstanding leadership, negotiating and managerial skills.

Requires a thorough knowledge of requirements planning, vendor quality management techniques as well as a thorough understanding of the optical, electronic, casting and machining industries.
