Oversees, directs, and coordinates Metro's capital project construction delivery.

Examples of Duties

Oversees contractor activities and major construction projects

Develops and implements policies and procedures for the planning, organizing, coordinating, and controlling of major construction projects

Coordinates Metro construction engineers and agency support teams, such as Safety, Environmental, Quality, and Engineering

Coordinates rail design and construction activities with utilities, public and private organizations, and other individuals

Assists in negotiating with contractors regarding changes to design, construction work scope, and schedules

Monitors compliance with construction contract terms to ensure that contracted work is on schedule, within budget, and complies with technical and legal requirements

Oversees preparation of final design documents, bid forms, pre-bid conferences, and evaluation of received proposals

Prepares construction project status reports and updates

Has budget accountability for assigned area or more than one specialty area

Represents Metro before the public and other governmental agencies

Negotiates scope of work and associated costs for Design Services (DS) consultants and Construction Management Support Services (CMSS) consultants

Oversees consultants and consultants in the execution of DS and CMSS

Manages assigned staff directly and through subordinate management team

Minimum Qualifications Education Bachelor's Degree in Civil Engineering, Construction Management, Architecture, or a related field

Experience Five years of relevant management-level experience in construction management or engineering, requiring management experience in area of assignment

Certifications/Licenses/Special Requirements State of California Professional Engineer or Architecture certificate is preferred; A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Preferred Qualifications Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.

Experience overseeing construction projects adhering to local codes and standards, such as the CA MUTCD, CPUC GO, and Greenbook

Experience managing construction of heavy civil transportation projects for a public agency

Experience negotiating contract terms and contract changes for a heavy civil construction project

Experience managing compliance with schedule, budget, and specifications for a heavy civil construction project

Experience applying principles of estimating and coordinating with estimator throughout project phase

Essential Knowledge Knowledge of: construction means and methods; applicable laws and regulations for heavy civil transportation projects; contract language and bidding process; construction techniques; project management practices; HR practices and budgeting; business software for scheduling and financial recordkeeping.

Skills Skills include planning, organizing, directing design and construction teams; reviewing complex proposals; negotiating contracts; professional communication; leadership; meeting management; reading and understanding complex documents; time management.

Abilities Ability to manage all phases of a major construction project; develop and implement project management plans; handle sensitive information; work with internal and external parties; supervise staff; interpret laws, contracts, budgets, and labor agreements; public speaking; decision making; plan financial and staffing needs; prepare reports and correspondence; read, write, speak, and understand English.
