The City of Palo Alto’s Watershed Protection Group is seeking an Environmental Specialist for its Public Education and Policy Team. The role requires a strong background in environmental compliance, water pollution prevention, and science‑based public outreach.

Watershed Protection Team Overview The Watershed Protection Team is part of the City’s Public Works Department–Environmental Services Division. It protects water quality in local creeks and the San Francisco Bay by working with industry, businesses, residents, and City operations to reduce pollutants entering surface waters. The team implements innovative protection projects, develops policies and ordinances, delivers public education, and ensures compliance with the Municipal Regional Stormwater Permit and other regulatory programs.

Position Responsibilities

Provide outreach, education, and public engagement for Watershed Protection programs, including stormwater and wastewater pollution prevention, recycled water, and sea‑level rise planning.

Oversee consultants and contractors to prepare outreach campaigns and collateral (print, web, etc.), track data metrics, and evaluate program success.

Set outreach goals, develop an annual workplan, and maintain Watershed Protection web content for the City website.

Attend regional group meetings such as the Bay Area Pollution Prevention Group and the Santa Clara Valley Urban Runoff Pollution Prevention Program.

Lead and staff public events (e.g., Earth Day, Municipal Services Day, Creek Cleanups, wastewater treatment plant tours).

Ensure the City maintains compliance with selected components of the NPDES permit and the Municipal Regional Stormwater Permit.

Prepare regulatory reports for the wastewater treatment plant and stormwater annual report, and oversee the City’s stormwater rebate program.

Ideal Candidate The ideal candidate will possess:

At least two years of experience in wastewater or stormwater environmental fields.

Knowledge of stormwater pollution prevention, wastewater treatment, recycled water, and sea‑level rise.

Experience leading and working with professional consultants and service contractors.

Excellent written and verbal communication skills, including drafting proposals, technical scopes, regulatory reports, web content, and outreach materials.

Experience in public education, developing campaigns, creating outreach materials, and engaging local communities.

Ability to work independently and as part of a collaborative team.

Effective collaboration with internal staff, external agencies, and the public.

Availability to work on select weekends.

Bachelor’s degree in natural sciences, environmental studies, or a related field.

Special Requirements

Possession of a valid California Driver’s License.
