Responsibilities

This position serves as Public Service Administrator- Assistant Deputy Chief Legal Counsel of Firearms and Investigations for the Office of the Director-Legal Bureau. It is a MERIT COMP POSITION. Responsibilities include communicating with the Illinois Attorney General’s Office and criminal justice partners, managing a litigation portfolio, directing legal staff, participating in high-level management discussions, drafting and reviewing legal documents for a major state agency, counseling staff on work performance, and traveling as required (in-state travel may involve extensive driving). Prepares course outlines and materials to conduct trainings for cadets or sworn officers.

Essential Functions

Serves as Assistant Deputy Chief Legal Counsel of the Illinois State Police providing legal advice especially as it relates to firearms and investigations matters. Plans, organizes, controls, and directs, individually as well as through subordinate professional and paraprofessional staff, the activities of the ISP legal team, especially as it relates to firearms and investigative matters. Serves as full line supervisor, assigns, and reviews work; provides guidance and training to assigned staff. Serves as Deputy Chief Legal Counsel during the Deputy Chief’s absence. Provides legal instruction to sworn officers, especially as it relates to firearms and investigative matters. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration. Requires the possession of a license to practice law in Illinois. Requires three (3) years in the practice of law. Experience in criminal law or related field is preferred.

Preferred Qualifications

Prefers four (4) years of experience with legal research and writing. Prefer two (2) years of experience supervising staff and/or other attorneys. Prefers two (2) years of experience actively engaged in courtroom practice as a licensed attorney. Prefers one (1) year of experience with the administrative rulemaking process in Illinois. Prefers two (2) years of experience with drafting and reviewing contracts as a licensed attorney. Prefer two (2) years of experience with state and federal firearms laws and regulations as a licensed attorney. Prefer two (2) years of experience as a licensed attorney involved in the prosecution or defense of criminal cases. Prefers one (1) year of experience as a licensed attorney handling offender registration or criminal history matters.

Conditions of Employment
