The Opportunity This position builds working relationships between the early learning, family support, and child welfare field divisions of the department, as well as with other family-serving agencies, with the goal of establishing sustainable connections between these entities. As articulated in HB 1661, DCYF is charged with providing the children most at risk of adversity with high-quality early learning experiences. The purpose of this role is to increase the number of effective and successful referrals from CPS and FVS to community early learning and family support resources. This position’s goal is to promote long-term positive outcomes for children, including decreasing subsequent reports of abuse or neglect and subsequent out-of-home placements for young children and families who experience a CPS process. The role was created to test the effectiveness of different approaches to achieving these goals and has expanded to include training other Social Service Specialists and system partners, supporting data collection and analysis, and leadership of the systemic changes to increase prevention supports to families. This position is focused on the experiences of families with open CPS cases and other in-home cases but also will be expected to support families in dependency and out-of-home placements. This position is also part of a learning community of individuals with similar roles statewide and provides consultation for one geographical area while interacting with others in the learning community in solving various issues to plan and best serve the entire state. This requires innovative solutions and collaborative relationships. This position functions as a subject matter expert on systems interactions, effective referrals, and represents DCYF in community collaboratives.
Responsibilities
Identify and connect families’ early learning and family support needs to appropriate available resources.
Develop mechanisms to receive information about referrals and send referrals directly to community resources and providers.
Engage directly with families with active child welfare cases.
Document interactions with families and Social Service Specialists.
Coordinate with other office staff with overlapping expertise in early learning, family support, child development, child safety, and child wellbeing.
Follow up with community resources and providers to determine if referred families and children enroll or receive the identified service/program.
Work with community partners to facilitate monthly early learning case staffing meetings.
Build and maintain knowledge of community early learning and family support resources/providers.
Develop tools and training to instruct and support the work of staff in child welfare and early learning programs.
Plan and execute presentations or other interactions between community resources and DCYF staff.
Develop and implement statewide strategies designed to increase effective early learning service referrals and family support programs for child welfare-involved families.
Coordinate with other Child Welfare-Early Learning Navigators, DCYF Office of Innovation, Alignment, and Accountability staff, and other DCYF staff to support the success of the Child Welfare Early Learning Project.
Required Qualifications Equivalent education and experience totaling nine years in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.
OR
One year of experience as a Social and Health Program Consultant 3 or equivalent, OR Two years of experience as a Social and Health Program Consultant 2 or equivalent, OR a Bachelor’s degree in social work, a health or social science, public administration or a related field; and five years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, OR a Master’s degree or higher in social work, a health or social science, public administration or a related field, and four years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs, AND Commitment to equity, inclusion, and respectful workplace principles.
Additional Qualifications
Experience in Family Assessment Response, ECEAP, Head Start, Early Support for Infants and Toddlers (early intervention), and/or home visits.
Demonstrate skills in engagement and relationship building with individual clients across diverse populations.
Demonstrate skills in public speaking and the ability to tailor communication to different audiences.
Demonstrate the ability to function independently and demonstrate initiative.
Experience in early learning and/or family support programs in Washington State.
Demonstrate skills in coaching peers.
Demonstrate ability to manage multiple priorities.
Minimum of one year of case management experience as a Social Service Specialist (Child Protective Services, Family Voluntary Services, and/or Child Welfare Services).
