About the Position Dexis is seeking a highly qualified Project Manager to lead a strategic initiative under the Defense Security Cooperation Agency (DSCA). This contract provides enterprise-level support services including strategic planning, data analytics, business process engineering, and program execution to enhance DSCA's Strategy to Capability framework. The project will assist DSCA in streamlining operations, improving responsiveness, and strengthening U.S. defense partnerships worldwide.

This position is based in Washington, D.C., and is contingent upon award.

Responsibilities

Lead all aspects of contract execution across technical areas including strategic analysis, data analytics, program management, process engineering, and implementation support.

Develop and manage integrated project plans, staffing strategies, timelines, and risk mitigation approaches to ensure timely and effective delivery.

Ensure consistent, high-quality services and deliverables aligned with DSCA's strategic objectives and expectations.

Provide expert technical guidance in foreign military sales (FMS), policy development, data visualization, congressional and GAO inquiries, audit support, monitoring and evaluation (M&E), and the development of data collection tools.

Oversee quality assurance and technical excellence across the contract; ensure all products meet Dexis and client standards.

Manage the full project lifecycle, tracking tasks and deliverables, balancing team workloads, and mitigating risks to performance.

Facilitate collaboration and communication across a large, cross-functional, and geographically dispersed team, using innovative team management practices.

Serve as the primary liaison with the client, managing relationships and ensuring responsive, solutions-oriented engagement.

Lead the preparation and delivery of executive-level briefings, strategic communications, stakeholder engagement materials, and performance reporting.

Monitor contract performance metrics and ensure compliance with federal security requirements and quality standards.

Promote and sustain a strong team culture, morale, and productivity in a fast-paced environment.

Stay informed on developments in the technical and security cooperation sectors to ensure adaptive and forward-thinking program leadership.

Perform other duties as assigned.

Qualifications

Bachelor's degree in Business Administration, Political Science, Public Administration, International Affairs, International Relations, or a related discipline.

Ten (10) years of project management experience with DoD, including three (3) years of progressive experience in leading business management service projects, including:

Delegating and tracking the status of tasks and lines of effort across geographically dispersed teams (spanning highly different time zones),

Mitigating risks to completion of tasks,

Ensuring deliverables are quality controlled prior to delivery to the government client,

Facilitating team collaboration,

Anticipating and proactively finding efficiencies and creating new processes when needed

Five (5) years of experience in all Microsoft Office Suite applications (Word, Excel, PowerPoint)

Five (5) years of experience working with DoD policy documents, responses to Congressional Inquiries, and General Accountability Office (GAO) (or similar auditing agencies) auditing and reporting requests.

Five (5) years of experience with Inter-Governmental relations and protocol when interacting with staff at all levels of DoD, other Federal agencies, and foreign Governments.

Experience with Foreign Military Sales and Security Cooperation programming

Experience creating stability and security for large teams

Strong understanding of DSCA and key security cooperation stakeholders Demonstrated experience with risk mitigation planning

Active DoD-issued secret clearance.
