Position Overview One of our local government clients is seeking a highly skilled and experienced Privacy Officer to oversee all aspects of privacy, confidentiality, and compliance in the delivery of health and human services. Under the general supervision of the Senior Policy Advisor, this position ensures that the agency meets all federal and District requirements related to the protection of individual and program information. The Information and Privacy Officer serves as the Department’s primary expert on privacy law and compliance — including HIPAA, Medicaid, and other human services confidentiality requirements — and plays a critical role in advising senior leadership, shaping policy, and safeguarding sensitive information across agency programs. Key Responsibilities Serve as the Privacy Officer for the agency, ensuring compliance with HIPAA, Medicaid privacy regulations, and all applicable federal and District privacy laws. Collaborate with the District’s Privacy Officer and privacy counterparts in related agencies to align policies and ensure consistent application of privacy standards. Advise the Agency Director, Executive Staff, and senior officials on complex privacy and confidentiality issues, acting as the sole subject matter expert within the agency. Develop and implement privacy and confidentiality policies, procedures, and training programs to ensure ongoing compliance and data protection. Support the agency’s Freedom of Information Act (FOIA) processes in coordination with the FOIA Officer. Conduct privacy risk assessments and compliance reviews to evaluate and enhance the agency’s privacy practices and record management systems. Lead efforts to ensure adherence to the “minimum necessary” standard under HIPAA and document access procedures for offices. Manage and investigate complaints related to privacy policies and take corrective action as needed. Provide technical assistance to staff on privacy matters related to RFPs, CMS requirements, ACA implementation, and grant-funded projects. Represent the agency on local, regional, and national committees concerning privacy, confidentiality, and interoperability of information systems. Evaluate and recommend improvements to information retention, data sharing, and record management practices. Qualifications & Requirements Education & Experience : Juris Doctor required Extensive experience in privacy and confidentiality compliance within human services, healthcare, or government sectors. Proven experience developing and implementing privacy policies and managing HIPAA and Medicaid compliance programs. Knowledge, Skills & Abilities : Comprehensive understanding of operations, mission, and human services delivery systems. Expert knowledge of federal and District laws and regulations governing the privacy and confidentiality of health and human services data. Mastery in applying principles of human services information management and program administration. Knowledge of major programs such as Temporary Assistance for Needy Families (TANF), Medical Assistance, Homeless Services, Child Welfare, and Child Support. Familiarity with human services and healthcare reform initiatives. Strong analytical and problem-solving skills, with demonstrated ability to interpret complex regulations and implement compliant solutions. Exceptional written and verbal communication skills, including the ability to brief senior leadership and represent the agency on interagency committees. Proficiency in Microsoft Office applications (Word, Excel, Access). Demonstrated skill in project management, stakeholder collaboration, and balancing multiple priorities independently.
