The Child and Family Services Agency (CFSA) is a cabinet-level agency within the District of Columbia government, committed to the safety, permanence, and well‑being of children and families residing in the District of Columbia. Job Summary This position is located in the Office of the Director (OD) of the Child and Family Services Agency (CFSA). The role is to provide line managers and/or leadership with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management by evaluating the effectiveness of programs, projects, or other initiatives and/or the productivity and efficiency of management operations.

Duties And Responsibilities

Analyzes and evaluates the effectiveness of line program operations in meeting performance targets or established benchmarks, providing regular metrics to programs and gathering, organizing, and evaluating historical data to provide insights to leadership in assessing performance concerns or giving assessment to stakeholders.

Provides comprehensive data and analysis on specific management initiatives, projects, or program areas and established or proposed benchmarks to make informed judgments, including building and maintaining databases, creating workable spreadsheets for in‑depth analysis, providing training to team members on various data systems, leading program area CQI discussions, and meeting with operations leaders to brainstorm performance metrics and key performance indicators.

Analyzes management information requirements to develop program or administrative reporting or tracking systems, including system specifications, data gathering and analytical techniques, and systems evaluation methodology to monitor and aid in ensuring performance targets are on track.

Identifies and develops data required for use in the management and direction of programs.

Evaluates and advises on the organization, methods, and procedures for providing administrative support systems such as databases, files, documentation, and other related requirements.

Researches and investigates proposed or new operations and/or management initiatives for application to agency programs or operations.

Analyzes new or proposed modifications of programs or initiatives to determine impact on program operations and management performance targets, and evaluates proposed changes in mission and operating procedures.

Develops management and/or program evaluation plans, procedures, and methodology and reviews administrative audit and investigative reports to determine appropriate changes or corrective action required.

Assists in developing new or modifying administrative program policies, goals, or objectives and conducts studies of employee/organizational efficiency and productivity, recommending changes or improvements.

Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems.

Performs other related duties as assigned.

Qualifications And Education Master’s degree in Business Administration (MBA), Public Administration (MPA), Human Services, or other related discipline obtained from an accredited college or university is strongly preferred.

Must possess at least one (1) year of specialized experience equivalent to the grade 12 level in the District of Columbia government service or its non‑District equivalent. Specialized experience includes developing special projects, concepts, initiatives, and strategies that form the framework of strategic planning for assigned projects/programs; providing follow‑up on key initiatives or activities as part of Continuous Quality Improvement (CQI); developing and evaluating methodologies of gathering and interpreting qualitative and quantitative child welfare data, including instrument design; designing, developing, implementing, and evaluating initiatives and management tools; facilitating efforts to implement quality initiatives by providing continuous review and evaluation of plans, policies, practices, and procedures to ensure the utilization of these tools agency‑wide; and developing mapping processes and analyzing data, making presentations, and editing protocols.

Experience with scripting languages and business intelligence tools to support task automation, statistical analysis, and data visualization (R, Python, Power BI) is highly preferred.

Other Significant Factors Tour of Duty: 8:30 AM – 5 PM Promotion Potential: No promotion potential. Collective Bargaining Unit: This position is covered under the collective bargaining unit. Work Conditions/Environment: The work is performed in an office setting with occasional site visits to community service providers (collaboratives or family success center, or other similar institutions).

Position Designation This position is designated as “security” sensitive per DPM Chapter 4, Suitability. The candidate/incumbent is subject to a criminal background check, traffic records check, and consumer credit check (as applicable), reasonable suspicion drug and alcohol test, and post‑accident or incident drug and alcohol test.
