DEFINITION To provide lead supervision over a crew of maintenance personnel; to operate heavy equipment; and to participate in a wide variety of solid waste tasks; collection of solid waste.
DISTINGUISHING CHARACTERISTICS This is the advanced journey level class in the Equipment Operator class series with responsibility for lead supervision of a small crew of workers engaged in skilled and semi-skilled equipment operation, residential trash collection. Specific work orders, orally or in written form, or general assignments for a given area, are received from a supervisor. The employee is expected to carry out work to completion based upon knowledge obtained through experience in the area of assignment. Positions assigned to this class can be further distinguished from lower level classes by operating the most complex equipment with a high degree of skill.
SUPERVISION RECEIVED AND EXERCISED Receives general supervision from a Solid Waste Supervisor.
Exercises lead supervision over lower level Equipment Operators.
ESSENTIAL JOB FUNCTIONS
Lead and participate in the collection of residential heavy trash.
Perform the more complex and difficult operation of heavy equipment including brush loaders, wheel loaders and grinders.
Set up a job site ensuring the use of basic safety rules, appropriate equipment and proper work techniques.
Lead and participate in the collection of residential heavy trash and garbage.
Respond to public inquiries residential trash and garbage.
Complete a variety of reports and forms including time and equipment records and work orders.
Perform related duties as assigned.
PHYSICAL REQUIREMENTS For indefinite periods of time - mobility within an office and field environment; exposure to chemical and mechanical hazards; exposure to extreme cold, heat and noise; sitting; standing; walking; reading; decision making; reaching above shoulder level; lifting and carrying up to 50 pounds; using both hands for simple and firm grasping; clarity of hearing; communicating clearly and effectively, in person and by two-way radio; fine finger manipulation; operating a motor vehicle through city traffic.
QUALIFICATIONS Knowledge of:
Materials, methods, practices and equipment used in solid waste activities.
Occupational hazards and standard safety precautions necessary in the work.
Procedures for requisitions and purchasing necessary materials and supplies.
Operation of a variety of heavy and light equipment depending on area of assignment.
As necessary and depending upon area of assignment.
Principles and practices of lead supervision and training.
Ability to:
Understand and carry out oral and written instruction.
Identify necessary tasks in solid waste activities.
Perform a variety of heavy manual tasks, occasionally under severe weather conditions.
Use and care for assigned machinery, equipment, and tools.
Prepare reports and maintain records.
Read and interpret street maps.
Train and provide lead supervision to a small work crew.
Establish and maintain effective working relationships with those contacted in the course of work.
TRAINING AND EXPERIENCE Two years of experience performing highly skilled work in the operation of light and heavy equipment and a High School Diploma or GED.
LICENSES AND CERTIFICATES Possession of, or ability to obtain within three months, a valid Texas Class A CDL.
