Job Description
Parsons is looking for an amazingly talented Project Control Specialist to join our team! In this role you will get to support TDLs under a Task Order umbrella on a highly visible contract within the organization. This role offers opportunities to grow within the organization and gain exposure to complex projects and cross‑functional collaboration.
Responsibilities
Cost Control Systems: Assist in developing and managing cost control systems to provide project and company management with accurate and timely financial information.
Project Planning & Reporting: Perform all aspects of planning, tracking, analysis, and reporting for projects of varying contract types, sizes, complexities, and risk levels, ensuring compliance with financial policies and procedures for CPxF and T&M contracts.
Work Breakdown Structure (WBS): Facilitate the development of WBS by collaborating with Program Management, Procurement, and Finance Departments.
Data Analysis: Conduct independent analysis of data stored in project management and cost control systems; create presentations using graphs, diagrams, and other visual aids to illustrate cost status.
Variance & Change Management: Forecast and identify variances from project plans and pricing; manage change orders; provide financial analysis to Project Leads; take proactive steps to manage project cost, schedule, and performance.
Financial Modeling: Develop and maintain revenue recognition models, EACs, Estimates‑to‑Complete (ETCs), burn‑rate analyses, and related cost analyses using advanced Excel‑based financial modeling.
Budget Management: Work alongside Project Leads to maintain project budgets, including monthly budgeted vs. actual cost analysis; identify and communicate risks such as cost overruns, underspending, and vacancy issues.
Subcontract & Purchase Order Management: Perform subcontract and purchase order management activities, including preparing purchase requisitions, processing invoices, and preparing accruals for projects.
Ad Hoc Reporting: Generate ad hoc reports to support project performance analysis and decision‑making.
Financial Analysis: Demonstrate analytical abilities by obtaining financial report information to help projects understand their performance and transactions.
Other Duties: Perform other duties as assigned.

Education / Experience
Bachelor’s degree in Business, Accounting, Finance, or a related field.
3–5 years of experience in government contract financial management.
Familiarity with various contract types, subcontracts, or grants, including Cost Reimbursable contracts (CPxF), Firm Fixed Price (FFP), and Time and Material (T&M) contracts.
Skills / Competencies
Strong analytical and problem‑solving skills with the ability to work comfortably with budgets and collaborate across multiple departments.
General understanding of government contracting indirect rate structures and procedures.
Excellent communication and interpersonal skills.
Exceptional attention to detail and organizational abilities.
Advanced proficiency in Microsoft Excel, including financial modeling and data analysis.
Proficiency in Microsoft Word, Microsoft Office Suite, and project management tools.
Experience with Deltek Costpoint and Cognos Reporting environments preferred but not required.
Desired Skills You’ll Bring
Experience using Deltek Cost Point
Basic understanding of federal government contracting principles, including familiarity with FAR (Federal Acquisition Regulation) and DFARS (Defense Federal Acquisition Regulation Supplement), with a willingness to deepen knowledge.
Familiarity with reviewing and verifying travel expenses for compliance with federal travel regulations (e.g., Joint Travel Regulations or Federal Travel Regulation), ensuring accuracy and adherence to policies.
Ability to learn and apply new software, tools, and systems relevant to project controls, federal compliance, and financial management.
Foundational knowledge of federal contract types such as Cost Reimbursable (CPxF), Firm Fixed Price (FFP), and Time and Material (T&M), and the ability to assist in tracking and managing these contracts.
