Primary Function:
The Program Manager (PM) oversees implementation of all substance use disorder (SUD) initiatives at UCC including coordination of day-to-day activities, intervention and services for the OD2A and MGB SUD Equity grants. Under the supervision of the Chief medical Officer, the Program Manager works collaboratively with behavioral health and other clinical and operational leadership to ensure effective integration of substance use services into Primary Care.
Duties & Responsibilities: Take responsibility for expanding and enhancing SUD programming within UCC including patient referrals, resources management and staff compliance with established protocols and workflows. Oversee effective integration of SUD programming into Primary Care. Lead and convene the SUD Steering Committee at UCC. Facilitate SUD staff training and oversee professional development activities outlined in OD2A and MGB SUD Equity grants. Develop and implement strategies for marketing SUD programming at UCC to nearby communities, including identifying target populations and groups at higher risk for overdose. Oversee expansion of equitable SUD services, inclusive of alcohol, stimulant, and opioid use, with an intent to work toward integrating harm reduction practices via person-centered, lower threshold models of care. Oversee development of a culture at UCC that embodies a safe, welcoming, and equitable environment for staff, patients, families and community visitors who have experience with alcohol and substance use. Oversee community engagement and establishment of new partnerships. Supervise SUD team staff including; community engagement coordinator and SUD navigator. Work closely with the BH RN case manager. Oversee the collection, analysis and reporting of SUD initiatives data to comply with OD2A and MGB SUD equity grants deliverables and requirements. Work closely with UCC's Quality Department team members and the OCHIN Specialist to develop data reports and track patients' outcomes and SUD initiatives impact. Assist in the preparation of grant proposals and reports, ensuring compliance with BPHC and Mass League funders.
Qualifications
Minimum Basic Knowledge: Bachelor's degree in human services, social work or related field or Master's degree in in social work, mental health counseling or related field, with a minimum of 3 years post graduate experience in mental health and substance use disorders treatment. Knowledge of PHI and confidentiality. Strong computer skills and knowledge of Microsoft Office, Excel, Power Point, Outlook, and Zoom.
Experience & Qualifications: Experience or a desire to work in a community-oriented setting and with low income populations; sensitivity to socio-economic, trauma, and other factors impacting high-need communities. Prior supervisory experience with proven ability to provide team management. Competency in various substance use treatment modalities and landscape of substance use services in the Boston area. Strong verbal and written communication skills, with the ability to build rapport with a variety of individuals and groups. Strong ability to work well in a collaborative team environment. Ability to manage multiple projects, prioritize tasks, and meet deadlines. Ability to gather, analyze, and interpret data to assess community needs and evaluate engagement efforts. Experience in establishing partnerships with community agencies. Familiarity with UCC neighborhoods and agencies is an added plus. Bilingual language skills are a plus.
