This role is with the Youth and Family Services (YFS) Division of the DSS Department of Child, Family and Adult Services (CFAS), which provides services to safeguard children by strengthening families whose children’s health, safety and well-being are at risk. Position Summary
In Youth and Family Services, this position provides community-based services to individuals, groups, families, or communities regarding issues including child abuse, neglect, dependency, delinquency and adoption. Service areas include mental health, poverty, unemployment, substance abuse, rehabilitation, social adjustment, housing, child care, and medical care. Under general supervision, the role involves evaluation, case management, counseling, assessments, and referral services to meet the needs of children and families.
Essential Functions Assess needs of individuals and families; provide counseling and services in individual and group settings; support development of Family Service Agreements.
Assist clients with required paperwork for program eligibility, referrals, or job assistance (e.g., job applications).
Interview clients individually, in families, or in groups to determine required services.
Refer clients to community resources for services such as job placement, debt counseling, legal aid, housing, medical treatment, or financial assistance.
Coordinate support services (e.g., child care, homemaker services, prenatal care, substance abuse treatment, job training, counseling, parenting classes) to prevent more serious problems.
Determine eligibility for sponsored programs and ensure timely benefits and referrals.
Consult with parents, teachers, and school personnel to identify causes of problems and implement solutions.
Monitor facilities for licensure compliance, provide technical assistance, and investigate complaints against licensed facilities.
Arrange for medical, psychiatric, and other tests as needed.
Collect information to assist clients (employment records, medical records, school reports) and transport clients to appointments when appropriate.
Manage records and documentation of services; complete court reports and testify in juvenile and adult court hearings.
Develop and review service plans in collaboration with clients; perform follow-ups to assess effectiveness and progress.
Serve as a liaison between students, homes, schools, family services, clinics, courts, protective services, and health providers.
May require varying shifts, including evenings and weekends; may staff shelters during disasters.
Areas of Recruitment
Investigations; Family-in-Home; Permanency Planning. Each area includes duties to assess needs, engage families, and formulate plans while addressing after-hours and weekend work as needed.
Minimum Qualifications Bachelor’s degree in social work and two years of social work experience OR qualifying internship OR successful completion of the NC Child Welfare Collaborative program OR master’s in social work.
OR Bachelor’s degree in a related major with two years of social work experience OR master’s degree in a related major with two years of social work experience.
Education: Bachelor’s degree in Social Work or related major.
Combination of relevant education and relevant experience accepted: Yes.
Licenses and Certifications: Requires a valid North Carolina or South Carolina Driver's License; County driving privileges; annual Motor Vehicle Record (MVR) check.
Preferred Qualifications Master’s degree preferred.
Bilingual applicants (Spanish and English) preferred; must pass County’s Bilingual Assessment to receive a paid Bilingual Premium.
