Description
This position plans and directs the activities of Traffic Engineering; investigates and resolves related problems and public complaints; and performs related duties as required. The incumbent works within broad policy and organizational guidelines and does independent planning and implementation, reporting progress of major activities through periodic conferences and meetings.
Physical and Environmental Requirements The work is considered sedentary in nature and involves walking or standing some of the time and involves exerting up to 10 pounds of force on a recurring basis or routine keyboard operations. Essential physical abilities include hearing, mental acuity, speaking, talking, and visual acuity. The work environment may involve exposure to bright/dim light, dust, pollen, adverse weather conditions, wetness and humidity, traffic, extreme noise levels, vibration, moving machinery, electrical shock, and heights. It also requires critical decision‑making involving people, resources, and property.
Essential Job Functions
Develops and implements division policies and procedures related to traffic patterns;
Ensures division compliance with applicable federal, state and local laws and regulations, City policies and procedures, and standards of quality and safety;
Reviews the work of others for completeness and accuracy; evaluates and makes recommendations as appropriate;
Works closely with Traffic’s Division Head to develop the division’s annual budget;
Seeks, secures and administers grant funds for special division projects and programs; prepares related reports;
Provides for adequate training;
Designs and implements an effective City traffic control system;
Conducts and/or oversees the conduct of studies to determine traffic engineering problem areas and potential solutions;
Works closely with Traffic’s Division Head on projects and ensures the availability of necessary equipment, materials and personnel to obtain maximum effectiveness and efficiency;
Reviews development plans to determine appropriate traffic control requirements;
Implements neighborhood traffic control programs;
Reviews and approves driveway permits;
Inspects division projects for compliance with applicable policies, procedures, laws, regulations, plans, and standards of quality and safety; initiates corrective action as necessary;
Receives and responds to inquiries and requests for assistance regarding areas of responsibility; investigates and resolves public complaints;
Attends and participates in City Council meetings;
Performs general administrative / clerical work as required, including but not limited to preparing reports and correspondence, copying and filing documents, entering and retrieving computer data, attending and conducting meetings, etc.;
Attends meetings, workshops, conferences, etc., as appropriate to maintain knowledge of current trends and technology in assigned areas of responsibility;
Performs other related duties as assigned.
Minimum Requirements
Valid South Carolina Class “D” Driver’s License;
Bachelor’s degree in Civil Engineering with a focus on Traffic Engineering or closely related field;
Four (4) years of relevant prior experience;
S.C. Registered Professional Engineer.
Knowledge, Skills, and Abilities
Knowledge of mathematics involving the practical application of fractions, percentages, ratios and proportions; measurements, logarithmic or geometric construction; and descriptive statistics;
Ability to synthesize or integrate data or information to discover facts or develop knowledge or interpretations; adapt policies, procedures or methodologies based on new facts, knowledge or interpretations;
Ability to negotiate, exchanging ideas, information and opinions with others to formulate policy and programs or arrive jointly at decisions, conclusions or solutions;
Ability to interpret policy and establish methods and procedures for acquiring, installing, testing, operating or repairing complex machinery or equipment requiring extended training;
Ability to perform work involving the application of logical thinking or scientific, medical or legal practice to diagnose or define problems, collect data and solve abstract problems with widespread organization impact;
Ability to read journals, manuals and professional publications; communicate informally with coworkers, staff, and the public; present training; compose original reports, training and other written materials using proper language, punctuation, grammar and style;
Ability to perform professional-level work requiring the application of scientific, engineering, accounting or legal methods in the solution of technical, administrative or legal problems; requires continuous, close attention for accurate results;
Ability to make decisions, affecting a major segment of the organization and the general public; works in a dynamic environment; responsible for developing policy and practices.
