We are seeking a

Labor Relations Consultant

in the Human Resources Office of Employee and Labor Relations. This position reports to the Director of Employee Relations and Labor Relations and provides guidance to manage labor relations, ensuring compliance with collective bargaining agreements and institutional policies.

Specific Duties & Responsibilities Employee and Labor Relations / Administration

Provide advice and guidance on labor issues, resolving cases consistent with CBA and JHU policies.

Assist in internal investigations of workplace disputes, CBA violations, and policy breaches.

Advise supervisors, managers and administrators on disciplinary matters; review actions and recommend decisions.

Manage the grievance process including fact‑finding, evidence review, and hearing decisions.

Mediates and resolves day‑to‑day labor conflicts, maintaining documentation.

Consult with staff on policy interpretation and employee circumstances.

Review JHU policies and CBA to advise on coaching, discipline or training.

Assess risk, escalating as appropriate and partnering with HR, Provost, General Counsel and Office of Institutional Equity.

Provide consultative reviews and approval of FMLA correspondence concerning protected leave and ADA implications.

Assist with documentation of performance and disciplinary actions.

Relationship Management

Active listening and counseling skills to address employee and management concerns.

Comprehensive recommendation of timely resolutions.

Create actionable plans for workplace change.

Provide coaching on performance improvement and responsibilities.

Counsel on University policies, CBA and work rules.

Recommend ERLR practices to promote morale and engagement.

Training

Develop and deliver trainings on labor relations topics for management.

Record Keeping

Maintain ERLR database of disciplinary actions, appeals, grievances, risk assessments, RFIs and violations.

Update divisional employee files with progressive disciplinary documentation.

Support ERLR notification and appointment templates.

Minimum Qualifications

Associate’s or Bachelor’s degree in Human Resources, Management, Organizational Development, Business Administration or related field.

Five years progressive experience in HR, including employee and labor relations.

Education may substitute for experience as permitted by JHU equivalency formulas.

Preferred Qualifications

Knowledge of contemporary employee and labor relations, conflict resolution, diversity, grievance processes and EEO/AA.

Strong problem‑solving skills and experience with diverse populations.

Excellent interpersonal and communication skills (written and verbal).

Ability to maintain confidentiality and handle sensitive information.

Special Knowledge, Skills, and Abilities

Knowledge of relevant employment and EEO/AA laws and regulations; ERP experience (HR Acuity, SAP, etc.) desired.

Data management and analysis capability.

Customer service and service excellence principles.

Technical Qualifications or Specialized Certifications

PHR or SPHR certification preferred.

Classification and Compensation Classified Title: Labor Relations Specialist (ATP/04/PD)

Range: $62,900 – $110,100 annually (commensurate with experience)

Employee group: Full Time, FLSA Status: Exempt

Schedule: M–F 8:30–5:00

Location: Hybrid/Eastern High Campus
