Sechan Electronics is a 100% Employee‑Owned organization that develops, tests and manufactures military defense electronic systems and subsystems for the defense and aerospace industry.

The Facility Security Officer is responsible for implementing, managing, and auditing compliance of the National Industrial Security Program (NISP) for all security activities at the facility, including the 32 CFR Part 117 National Industrial Security Program Operating Manual (NISPOM) and security policies and procedures. Continuously review those programs to ensure security process execution for all aspects of classified work programs in accordance with Defense Counterintelligence and Security Agency (DCSA) and applicable regulations.

Position Responsibilities

Interfaces with all levels of personnel and government management personnel to ensure contract security compliance with NISPOM, DoD Manual 5205.07, Contract Security Classification Specification (DD254) and Program Classification Guides.

Ensures safeguarding of classified material—document registry, classified storage, origination, transmission, reproduction, destruction, disclosures, etc.

Manages facility access and perimeter controls, and closed area requirements.

Interfaces directly with the assigned DSCA IS Rep and other government agencies to ensure full and timely compliance with government directives, regulations and reporting requirements.

Establishes and implements security procedures and processes; oversees security education, insider threat awareness, and training activities for facility management, personnel, and others as appropriate.

Serves as the Insider Threat Security Officer and is responsible for implementation, managing and reporting insider threat items. Identifies and documents unique local threats & vulnerabilities.

Ensures that periodic self‑inspections of the NISP security program are conducted and that corrective action is taken for all identified findings and vulnerabilities.

Manages and provides security guidance for program support to include emerging requirements for information systems and storage as they develop.

Provides clear guidance to company employees and recommends modifications to operations policies or procedures as appropriate.

Manages COMSEC-related duties and responsibilities under NSA CSS 3‑16 and AR 380‑40.

Administers the ITAR/EAR registration and compliance. Ensures that all employees are trained on requirements.

Works as a team player who interfaces with all levels of personnel, exhibits flexibility, and demonstrates excellent organizational skills.

Analyzes moderate problems and provides focused solutions with the ability to effectively communicate information to various audiences.

Responsible for interfacing, monitoring and responding to 3rd-party security monitoring services.

Interfacing with IT Security and Information System Security Manager (ISSM) on security matters.

Prepares summaries of security incidents, violations, suspicious contacts and any other adverse information. Provides statistical analysis to senior management when requested.

Joint Certification Program Data Custodian: Tracks/manages information covered under the JCP program; completes required training; maintains DD2345 certification.

Performs other duties as assigned to drive the vision, fulfill the mission, and abide by the values of this organization.

Qualifications

BA or BS degree and 5+ years of experience with personnel and industrial security; 8+ years experience in lieu of a degree is preferred.

Knowledge of NISPOM, DoD directives, DCIDs or ICDS, and equivalent government security directives.

Knowledge of the NISP and DCSA (formerly DSS) security vulnerability assessments.

Knowledge of clearance processing, document control, and physical security, including restricted areas.

COMSEC Custodian certificate or experience required.

FSO certification and training.

Top Secret clearance required – current active status.

Working knowledge with DISS, NBIS, SWFT, and NISS.

Work Environment

Office & manufacturing environment: requires physical capability to work in an office environment, including sit/stand up to 9 hours a day, and use basic office tools such as a computer and copier/printer.

Hours: 1st shift with additional hours as needed to meet demand; occasional off‑shift hours may be required to support emergencies.

9/80 work schedule.

Occasional travel may be required.

Office located in Lititz, PA, with occasional visits to Lancaster facility.
