Overview i3 is seeking a cleared security professional with experience as both a Contractor Program Security Officer (CPSO) and as a company Facility Security Officer (FSO) responsible for executing National Industrial Security Program Operating Manual (NISPOM) procedures. The candidate should have some experience with SCI oversight and be knowledgeable with Intelligence Directives, Department of Defense (DoD) security policies, and the NISPOM in the areas of Personnel Security, Information Security, Physical Security, and Industrial Security. The candidate will provide security administration for both an ICD-705 environment as well as for collateral spaces. The position will require direct oversight and maintenance for the overall site facility security clearance under the purview of DCSA as well as for areas under customer cognizance. The candidate will also assist with maintaining the facility's COMSEC account. The work will be primarily conducted at the company location in Arlington, Virginia.
Responsibilities
Performs duties as the site CPSO with limited duties as a CSSO.
Acts as the site FSO for a branch/division office within a multiple facility organization.
Develops and maintains security plans, procedures, and instructions for use within a secure facility.
Coordinates and conducts security awareness, training, briefings, indoctrinations, and educational programs.
Reviews and vets clearances and prescreening questionnaires on behalf of the government customer.
Prepares the facility for required audits and inspections, maintaining a robust security process.
Develops and maintains Fixed Facility Checklists and Compartment Checklists for a secure facility.
Maintains personnel security records for collateral and special programs to include the use of Government systems of record.
Operates and maintains a visitor control program to include processing Visit Access Request (VAR) for incoming and outgoing personnel.
Provides security oversight and management to subcontractors via DD Form 254 or other contractual methods.
Effectively manages all phases of Communications Security (COMSEC) operations and accounts for all COMSEC documents, equipment, and cryptographic key.
Maintains interactive relationships with program customers and DCSA representatives.
Responds to alarms and other emergencies to include after normal business hours and/or nights/weekends.
Supports the Insider Threat Program and policies.
Ensures compliance with the DoD Manual 5205.07, 32 CFR 117 NISPOM, Intelligence Community Directives (ICDs), and related Industrial Security Guidance Manuals or Special Program Security directives.
Other duties as assigned.
Qualifications
Must hold a current DoD Top Secret Clearance.
Minimum of 5 years of DoD security experience preferably in the contractor domain.
Minimum of 2 years of experience with managing and/or building classified areas.
In-depth knowledge of 32 CFR 117, DoDM 5205.07, and ICDs 704 and 705.
Working knowledge of JADE, DISS, NISS, NBIS e‑APP, ACCS, and SPOT.
Excellent verbal and written skills.
Must be willing and able to travel approximately 10% of the time.
U.S. Citizenship is required.
Desired
Completed FSO Program Management for Possessing Facilities training.
COMSEC and OPSEC certifications.
CDSE Certifications and/or Industrial Security Professional (ISP) certification.
Physical Demands
Regular duties include standing, walking, handling or feeling, and reaching with hands and arms; occasional sitting, climbing, stooping, kneeling, crouching, and lifting up to 10 or 25 pounds.
Vision requirements include close, distance, peripheral, and depth perception with ability to adjust focus.
Regular work hours are 8:00 a.m. – 5:00 p.m., Monday–Friday, with occasional additional hours.
