Payroll Transformation Manager - Project Consultant Senior
Overview At the State of Minnesota, employees play a critical role in developing policies, providing essential services, and working to improve the well‑being and quality of life for all Minnesotans. The Minnesota Department of Corrections Office of Financial Management is filling a temporary unclassified Payroll Transformation Manager. This position is expected to last for one year, with a possibility of being extended up to three years.
Responsibilities The Payroll Transformation Manager will lead and execute end‑to‑end payroll transformation projects, ensuring process optimization, technology implementation, and alignment with organizational goals. The role includes managing the Payroll Performance Audit and Process Improvement Initiative, and partnering with cross‑functional teams to drive change management, governance, and continuous improvement across the payroll function.
Minimum Qualifications
Three years of experience in payroll or project management in a financial field. An associate’s degree in Accounting, Business Administration, Public Policy, Finance, or a related field may substitute for six (6) months of experience; a bachelor’s degree may substitute for one (1) year; a master’s degree may substitute for 18 months.
Experience with project management, including strong organizational skills and attention to detail.
Interpersonal and human relations skills sufficient to establish effective working relationships.
Preferred Qualifications
Experience with the State of Minnesota’s SEMA4 (Statewide Employee Management) system.
Experience with State of Minnesota payroll processing.
Physical Requirements The selected finalist is required to review and sign a Physical Demands Analysis (PDA) for this position and may be required to complete a tuberculosis screening prior to hire.
Additional Requirements The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations, and other applicable background information in accordance with Department of Corrections’ policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation. Employment history/reference checks, including incidents of sexual harassment, will also be conducted on the top candidate(s) in accordance with Department of Corrections’ policy. New employees will be fingerprinted within the first 30 days of employment.
