Overview The Alexandria Office of Labor Relations seeks a highly qualified Senior Labor Relations Specialist who will serve as a senior‑level authoritative expert on all aspects of labor relations, including traditional and non‑traditional issues. The Specialist will provide guidance and assistance to City agencies, administer the negotiated grievance process, interpret contract‑related language, recommend policies, and implement procedures based on regulations, collective bargaining agreements, and applicable laws.
Responsibilities
Provide guidance and assistance to City agencies and departments on labor relations matters.
Administer the negotiated grievance process and interpret labor contract language and mandates.
Recommend to the Chief Labor Relations Officer and prepare policies and procedures in accordance with administrative regulations and collective bargaining agreements.
Identify, standardize, and evaluate new techniques and concepts to improve labor relations policies and strategies citywide.
Negotiate and administer all collective bargaining agreements and grievance processes citywide.
Examples Of Work
Assist citywide managers in labor relations issues.
Develop policy through research and analysis of laws and regulations, evaluating proposed legislation.
Provide confidential advisory to senior officials on complex labor relations issues.
Represent the Office in negotiations, discussions, and formal/informal forums.
Formulate recommendations on collective bargaining approaches and negotiated grievances.
Serve as administrator of collective bargaining agreements, ensuring compliance.
Conduct workshops and seminars to build labor relations skills.
Analyze and evaluate effectiveness of programs and develop measurement criteria.
Plan, organize, and direct efforts to persuade management to implement recommendations.
Collect, review, and interpret data; present findings and recommendations.
Perform related work as assigned.
About The Office Of Labor Relations The Office serves as the central authority for developing, interpreting, and implementing labor relations policies for the entire municipal workforce, providing expert analysis, strategic guidance, and negotiation support to improve workforce efficiency and compliance.
Minimum & Additional Requirements
Four‑Year College Degree.
Five years of progressively responsible human resources experience with a concentration in compensation and classification in the public sector, employee relations, or training.
Five years experience in federal, state, and city laws and regulations pertaining to human resource management (or equivalent).
Preferred Qualifications
Bachelor’s or advanced degree in Human Resources, Psychology, Organizational Development/Analysis, or Labor/Industrial Relations.
Mastery knowledge of advanced principles, concepts, regulations, and practices in labor relations.
Demonstrated ability to assess and implement programmatic improvements with broad operational impact.
