Base Pay Range $120,579.00/yr – $156,755.00/yr
Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Professional Responsibility, Personnel Security Division located in Washington DC. The announcement will be open for 5 business days or until the first 75 applications have been received, whichever comes first. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.
Duties
Serve as an analyst and security program advisor to management on various functions and activities requiring application of qualitative and/or quantitative methods for assessment of management processes, systems, and mission support programs.
Provide policy development, implementation, and oversight guidance for security programs, projects, initiatives, and activities; execute through written policies and procedures; identify applicability of legislation; develop data‑driven papers, implementation plans, and defensible strategies.
Act as a subject matter expert on all security policy guidance, ensuring compliance with legislation, executive orders, directives, and other agency guidance; recommend new or revised headquarters programs, field office operations, and procedures.
Review and provide guidance on security policy matters, ensuring documents are planned, maintained, updated, and shared appropriately.
Oversee program research and analysis to evaluate security programs that impact the organization, conduct meetings, briefings, trainings, and working groups related to security analysis best practices to enhance executive management knowledge.
Advise senior‑level management, contractors, state and local officials, other federal governments, and congressional offices on security program needs, conduct program activities, and perform program management analytics and studies.
Requirements
U.S. Citizenship.
Males born after 12/31/1959 must be registered with Selective Service.
Primary U.S. residency for at least three of the last five years.
Pre‑employment background investigation required.
CBP drug‑free workplace and ethics compliance.

Qualifications
At least 1 year of specialized experience equivalent to GS‑12, involving advanced analytical studies, policy development, and program management advice.
Experience developing, analyzing, or evaluating policies, procedures, or programs to improve organizational efficiency.
Advising management on program operations, compliance, and strategic planning.
Utilizing analytical techniques such as data analysis and market research to recommend improvements.
Education requirement will be reviewed under Qualifications and Required Documents sections.
Meet all qualification and time‑in‑grade requirements by 10/31/2025.
